BACKGROUND: Transportation Planning has received a request to review the current traffic control conditions at the intersection of Pioneer Drive and Black Walnut Drive. According to this request, drivers are having difficulty negotiating the intersection safely because of overall traffic volumes at this location and also due to the restricted sightlines on the northern approach to the intersection. As outlined in the City of Kitchener Municipal Plan, both Pioneer Drive and Black Walnut Drive are designated as minor collector roadways. At the present time, traffic on Black Walnut Drive must stop and yield right-of-way to traffic on Pioneer Drive as outlined in the City of Kitchener Uniform Traffic By-law No. 2000-159. REPORT: In response to this request, Transportation Planning has conducted traffic studies and a collision analysis for the intersection of Black Walnut Drive and Pioneer Drive in order to address concerns related to traffic and pedestrian safety. The results of the traffic study were compared to the approved All-way Stop Warrant developed by Transportation Planning, which is a set of guidelines based on the all-way stop warrants established by the Institute of Transportation Engineers (ITE) and the Ontario Ministry of Transportation (MTO). For the installation of an all-way stop control at a three-leg intersection, the Minor Collector Roadway All-way Stop Warrant requires an average hourly volume of at least 250 vehicles per hour for each of any eight hours of the day and a volume split that does not exceed 75/25, or that the total vehicle volume on all intersection approaches exceeds 350 for the highest hour and a volume split that does not exceed 75/25 for the same hour. An all-way stop can also be warranted if the intersection experiences an average of at least three (3) correctable collisions per year over the past three (3) years. A correctable collision is one whose occurrence may have been prevented through the installation of an all-way stop control. YES The highest hour volume recorded at the intersection was 477 vehicles for all approaches, which exceeded the minimum volume of 350 vehicles required to fulfill the highest hour volume warrant. The intersection also satisfied the volume split during that same hour, as 31 percent of approaching traffic was on Black Walnut Drive and 69 percent of approaching traffic was on Pioneer Drive. The intersection therefore meets the warrant requirements for an all-way stop control based on highest hour volume and volume split. The average hourly volume was recorded at 345 vehicles for all approaches with 40 percent of the total approaching traffic on Black Walnut Drive versus 60 percent on Pioneer Drive. As a result, this intersection meets the warrant for an all-way stop control based on the average hourly volume and volume split. The installation of the all-way stop at the Pioneer Drive and Black Walnut Drive intersection will allow traffic from Black Walnut Drive to access Pioneer Drive safely by requiring vehicles on Pioneer Drive to stop at Black Walnut Drive. As well, this all-way stop installation will provide an increased gap time for vehicular traffic turning left from Pioneer Drive onto Black Walnut Drive. Therefore, it is expected that traffic operations within the intersection of Pioneer Drive and Black Walnut Drive will be improved by the installation of an all-way stop at this intersection. Therefore, in order to maintain a proactive approach to pedestrian and traffic safety, Transportation Planning is recommending the installation of an all-way stop control at the intersection of Pioneer Drive and Black Walnut Drive.
