Subject: CLIVE ROAD RECONSTRUCTION -RECOMMENDED
SIDEWALK INSTALLATION
RECOMMENDATION:
That Council approve Option 4 for the installation of sidewalks on Clive Road between
Fairmount Avenue and Montgomery Avenue, as stated below.
Option 4: That sidewalks be installed on both sides of Clive Road between Fairmount
Avenue and Montgomery Avenue with a modified 1.Om boulevard and tree plantings
behind the sidewalk.
BACKGROUND
The reconstruction of Clive Road is a triple funded project under the City's Accelerated
Infrastructure Replacement Program and is planned for construction in 2007. Clive Road spans
two blocks, from Brentwood Avenue to Fairmount Avenue and from Fairmount Avenue to
Montgomery Avenue. The block between Fairmount and Montgomery currently has no
sidewalks. The block between Brentwood and Fairmount has 1.5 m sidewalks on both sides of
the street with a 2.5m grass boulevard with planted trees. The City presented proposed designs
to the public in March of 2007 which included the installation of new sidewalk within the block
that currently does not have sidewalk. At the June 25t" Council meeting, a delegation
representing several property owners on Clive Road informed Council of their objections to the
proposed sidewalk installation. Council directed staff to revisit the issue and provide
recommendations at a future meeting.
COMMUNICATION
A public open house was held March 15, 2007 to present the preliminary design to the public.
As part of the public consultation process during the design, a survey was sent to property
owners on Clive Road requesting resident feedback on the option of installing sidewalks on both
sides of Clive Road between Fairmount and Montgomery, where none currently exist. The
results of the survey indicated that a majority of the residents favoured the option of no
sidewalks. From the comments received from the public in the survey, the main reasons for
opposition were a perceived loss of property including parking space, winter maintenance,
increased taxes, and a feeling that sidewalks are not required. Comments received from
respondents in favour of the sidewalks all cited pedestrian safety as the main concern.
REPORT
Staff is committed to evaluating the installation of sidewalk in areas where no sidewalk currently
exists in keeping with Council's "Pedestrian Charter" and the "Clean Air Plan". As such, the
installation of sidewalks on Clive Road is identified as a need. In terms of priority, the
installation of sidewalks on Clive Road represents a Priority 4, or low priority compared to other
locations in the City without sidewalk, however the planned reconstruction of underground
services has lead to staff's recommendation to install sidewalks with this project, rather than
return at a later date. It is the overall objective that where possible all streets will be equipped
with sidewalks on both sides unless it cannot be accomplished through technical difficulties or is
not feasible financially.
Original Sidewalk Design
The original design presented to the public includes 1.5m wide sidewalks on both sides of Clive
Road with a 2.5m boulevard with tree plantings. This cross section was chosen based the
existing layout of the block of Clive Road to the west between Brentwood and Fairmount, and
surrounding streets in the neighbourhood (Fairmount Avenue, Brentwood Avenue, Jackson
Avenue). To install new sidewalk between Fairmount and Montgomery approximately 12
existing trees would need to be removed.
Modified Sidewalk Design
Staff has reviewed the comments received from the residents and have evaluated design
options in the block between Fairmount and Montgomery in an effort to address the main issue
of perceived loss of property. To address this concern the sidewalk may be relocated 1.5m
(approximately 5 feet) closer to the roadway resulting in a narrower boulevard than originally
planned. As a result of this change the tree plantings will be moved to locations behind the
sidewalk where space permits. This modification may save 3 trees and will reduce the impact of
the sidewalk installation on mature private side trees as well as private landscaping on the City
right-of-way.
Staff has identified the following options regarding sidewalk installation between Fairmount
Avenue and Montgomery Avenue:
Option 1: No sidewalks installed
The reconstruction will result in the installation of curb and gutter in approximately the same
location as the existing and no sidewalks will be installed on either side of the street.
Option 2: Install sidewalk on the north side of Clive Road
Curb and gutter will be installed in approximately the same location as the existing and a 1.5m
wide sidewalk will be installed on the north side of Clive Road (even numbered municipal
addresses). A 1.Om boulevard will be installed between the back of the curb and the front edge
of the sidewalk. Eleven new trees will be planted approximately 2.Om behind the sidewalk
where space permits. No sidewalk will be installed on the south side of the street.
Option 3: Install sidewalk on the south side of Clive Road
Curb and gutter will be installed in the approximately the same location as the existing and a
1.5m wide sidewalk will be installed on the south side of Clive Road (odd numbered municipal
addresses). A 1.Om boulevard will be installed between the back of the curb and the front edge
of the sidewalk. Fourteen new trees will be planted approximately 2.Om behind the sidewalk
where space permits. No sidewalk will be installed on the north side of the street.
Option 4: Install sidewalk on both sides of Clive Road
Curb and gutter will be installed in the approximately the same location as the existing and a
1.5m wide sidewalk will be installed on the north side and the south side of Clive Road. A 1.Om
boulevard will be installed between the back of the curb and the front edge of the sidewalk. 25
new trees will be planted approximately 2.Om behind the sidewalk where space permits.
FINANCIAL IMPLICATIONS:
The reconstruction of Clive Road was incorporated into the 2007 capital budget. This budget
included the installation of sidewalks on both sides of the roadway. It should be noted that if
sidewalks are not installed as part of the road reconstruction and installed on both sides at a
later date, the anticipated cost of this installation will be approximately $45,000.
The net effect of each option relative to the project budget is as follows:
Option 1 (no sidewalks) -anticipated reduction in contract price of $36,000
Option 2 and 3 (sidewalk on one side only) -anticipated reduction in contract price of
$18,000
Option 4 (sidewalk both sides) - no change from anticipated contract price
CONCLUSION:
In consideration of all of the above presented information, including the concern for the affected
property owners, tree protection, and the need to provide a safe pedestrian passageway on this
street for the area residents, it is the recommendation of DTS Engineering Services, that
Council install sidewalks on both sides of Clive Road as detailed in Option 4.
