Subject: ANNUAL STORMWATER MANAGEMENT AUDIT FOR 2007
RECOMMENDATION:
That the selection procedures for the selection of Consulting and Professional Services
as outlined in Chapter 170, Article 6, of the Purchasing Bylaw be waived and the 2007
Annual Stormwater Management Audit be awarded to Totten Sims and Hubicki at their
quoted price of $40,610.00 (GST excl.)
BACKGROUND:
In December 2001, the council of the City of Kitchener ratified a report entitled: City of Kitchener
Stormwater Management SWM} Policy Development -December 2001. As part of the overall
plan, an annual audit report is to be completed each year to summarize the work that has been
carried out as related to the Citywide Plan and summarize the status of in-stream water quality
conditions from the monitoring program.
This report is to summarize the practices carried out to date in each of the categories included
in the Citywide plan, namely:
• The development (or applications) for the year and associated SWM fees collected.
• The SWM facilities that have been constructed (or are in the process of being
constructed) over the year. This includes new ponds and retrofit of existing SWM
facilities and oil/grit separator units.
• Stream rehabilitation works that have been carried out or are underway.
For the purposes of this study, "retrofit" refers to the practice of modifying an existing SWM
facility to improve its performance, based on new design objectives and criteria that were not
required or necessary at the time of the original design effort. Retrofit may include installation of
new or modified components or equipment, or modification of the original operation and
maintenance procedures and schedules.
The purpose of the annual audit report is to indicate whether or not the SWM measures provide
for the necessary water quantity control and water quality treatment of stormwater resulting from
infill/redevelopment sites. The review is to be completed in conjunction with a review of the
capital budget and an assessment of the following year's budget. The review lists the volume
provided by the facilities built and the corresponding volume contributed by the redevelopment
and infill locations.
The priority/implementation order has been reviewed at this time and modified as appropriate
based on the location of redevelopment/infill, monitoring data and the location of SWM
measures implemented.
A monitoring network has been established, data collected and analyses carried out to review
current conditions and compare these to past evaluations and use this to evaluate any potential
changes to either the Citywide strategy or to the monitoring program. This audit report is also
intended to review the implementation strategy (priority plan) for SWM facilities and stream
rehabilitation and recommend any changes/additions to the priority lists. In 2002 the first annual
audit report was completed. The 2007 annual audit will be the sixth report submitted.

REPORT:
For the last six years the City of Kitchener has been completing an annual stormwater
management (SWM) audit. During this period the firm of Totten Sims and Hubicki has been
retained to complete this work. This company has the expertise and qualifications to complete
this work and has been working with City staff to successfully complete the annual audits.
There is a large portion of the monitoring work that needs to be performed during the warm
weather months and timing is of the essence. However, due to the fact that the Engineering
Services Division has recently gone through significant staff turn-over to adequately deal with
this project, there is inadequate time to complete a formalized quotation process.
Pricing was received from Totten Sims and Hubicki for three key tasks and are listed below:
1. Chemical, Depth and Temperature Monitoring -12,490.00
2. Reporting and Meetings - $16,850.00
3. 2007 Program Coordination - $11,270.00
In reviewing the quote relative to previous years work, the value is reasonable.
Though these tasks are discrete, they are all related to one project and therefore are being
brought forward to Council for their consideration. The total work amounts to $40,610 ~GST
excl.} which exceeds the $20,000 limit which would normally require formal, written, competitive
and sealed quotations.
0 tion 1: Do Nothing. Sampling and monitoring would not proceed and the completion of the
annual report would not be completed. There are no internal resources to complete this work
within the Engineering Services Division. The City would not be able to report on our activities to
the GRCA indicating our commitments under the SWM Policy.
0 tion 2: Complete the 2007 SWM Annual Audit. Utilise Totten Sims and Hubicki, an existing
consultant engineer firm who is familiar with the requirements and monitoring data, to complete
chemical and temperature monitoring, coordinate activities and complete 2007 SWM audit and
report.
Further, in early 2008, Engineering Services Division would conduct formalized quotation
process and seek qualified consultants in a competitive manner in order to continue with this
work in the future.
FINANCIAL IMPLICATIONS:
Option 1, would have no increased cost implications.
Option 2, the Totten Sims and Hubicki has provided a quotation for work amounting to
$40,610.00 (GST excl.).
CONCLUSION:
In consideration of all of the above presented information, it is the recommendation of DTS
Engineering Services, that the selection procedures for the selection of Consulting and
Professional Services as outlined in Chapter 170, Article 6, of the Purchasing Bylaw be
waived and the 2007 Annual Stormwater Management Audit be awarded to Totten Sims
and Hubicki at their quoted price of $40,610.00 (GST excl.}
