HomeMy WebLinkAboutCouncil - 2007-08-13 SSPECIAL COUNCIL MINUTES AUGUST 13, 2007 CITY OF KITCHENER A special meeting of City Council was held at 1:40 p.m. this date, chaired by Mayor C. Zehr with all members present except Councillor G. Lorentz. Notice of this special meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Moved by Councillor C. Weylie Seconded by Councillor K. Galloway "That an in-camera meeting of City Council be held immediately following this special meeting to consider two land acquisition /disposition matters which are subject to solicitor-client privilege and two labour relation matters." Carried. The meeting then recessed at 1:41 p.m. and re-convened at 8:08 p.m., chaired by Mayor C. Zehr with all members present. Moved by Councillor C. Weylie Seconded by Councillor J. Smola "That in accordance with Section 25.4.4 (f) of Chapter 25 (Procedure) of the Municipal Code the following items be added to the agenda of the Special Meeting of Council this date: • consideration of a recommendation to select professional and consulting services related to the annual Stormwater Management Audit; and, • consideration of a recommendation to establish a Victoria Park staff /citizen working group." Carried with required 2l3 of members present. Council considered a recommendation arising from the Finance and Corporate Services Committee meeting held earlier this date regarding an exemption to Chapter 450 (Noise) of the Municipal Code relating to the Kitchener Youth Action Council Annual Unity Jam. Moved by Councillor B. Vrbanovic Seconded by Councillor J. Smola "That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be granted to the Kitchener Youth Action Council on Friday, August 24, 2007, between the hours of 5:30 P.M. and 11:30 P.M. for the 4th Annual Unity Jam to be held in the Civic Square." Carried. Council considered a recommendation arising from the Finance and Corporate Services Committee meeting held earlier this date regarding a Request for Proposal (P07-025) -Financial Infrastructure - Management Systems Vendor Selection. Moved by Councillor B. Vrbanovic Seconded by Councillor J. Smola "That Request for Proposal P07-025, Corporate Financial and Infrastructure Management System, be awarded to IDS Scheer Canada, SAP Canada Inc, ESRI Canada Inc. and Loki Innovations (RIVA), subject to the successful negotiation of the agreement(s), satisfactory to the City Solicitor; and further, That the agreement(s) be forwarded to Council for approval prior to execution of the document(s)." SPECIAL COUNCIL MINUTES AUGUST 13, 2007 - 1$6 - CITY OF KITCHENER Council considered a recommendation arising from the Finance and Corporate Services Committee meeting held earlier this date regarding selection of professional and consulting services related to the annual Stormwater Management Audit. Moved by Councillor B. Vrbanovic Seconded by Councillor J. Smola "That the selection procedures for the selection of Consulting and Professional Services, as outlined in Chapter 170, Article 6, of the Purchasing By-law, be waived and the 2007 Annual Stormwater Management Audit be awarded to Totten Sims and Hubicki at their quoted price of $40,610. (GST excl.)." Carried. Council considered a recommendation arising from the Community Services Committee meeting held earlier this date regarding establishment of a Victoria Park staff /citizen working group. Moved by Councillor G. Lorentz Seconded by Councillor K. Galloway "That astaff /citizens working group be created to address Victoria Park issues, wherein residents can express ideas and concerns through to City staff." Carried. Council considered a recommendation arising from the Development and Technical Services Committee meeting held earlier this date regarding Demolition Control Application DC 07/05/F/SR - 194 Fifth Avenue. Moved by Councillor C. Weylie Seconded by Councillor J. Gazzola "That Demolition Control Application DC 07/05/F/SR requesting permission to demolish a single family dwelling located at 194 Fifth Ave, owned by William O'Neill, legally described as Plan 706 Pt Lot 4 RP 58R-15797 Pt 2, be approved in principle, subject to the following condition: That the owner obtains a building permit for the proposed semi-detached dwelling; and further, That upon satisfaction of the above condition the Chief Building Official may authorize and issue a demolition permit under Section 33(6) of the Planning Act, and the demolition permit will be subject to the following condition: That in the event that construction of the semi-detached dwelling is not substantially complete within 2-years of the date of issuance of the demolition permit, the City Clerk may enter on the collector's roll, to be collected in like manner as municipal taxes, $20,000 for each dwelling unit contained in the residential property in respect of which the demolition permit is issued and such sum shall, until the payment thereof, be a lien or charge upon the land in respect of which the permit to demolish the residential property is issued." Galloway "That leave be given the Mover and Seconder to introduce the following by-laws for three readings and that the same be taken as read a first, second and third times, be finally passed and numbered serially by the Clerk.
