E07-059 — Consultant Services — Community Investment Strategy That Expression of Interest E07-059, Consultant Services — Community Investment Strategy, be awarded to GGA Management Consultants, Toronto at their estimated fee of $99,057., including disbursements of $2,000. and G.S.T., based on a satisfactory contract being negotiated. 1 I I 40 The City of Kitchener wishes to engage a Consultant(s) to deliver a Community Investment Strategy and Implementation Plan (as per a Community Investment Program Framework). The goal of the Community Investment Strategy is to evolve the current civic grant programs administered by the Community Services Department (CSD) and the Division of Economic Development (EcDev) into a cohesive and accountable Community Investment Program that aligns the expenditure of civic resources with community and corporate strategic directions. The intent of this initiative is to undertake an efficient internal review of the current program and context, conduct effective external stakeholder and public consultations, provide a selection of best practices and investment funding levels along with external program and funding models for comparisons, and explore partnership and coordination options that would improve collaborative investment in the community amongst our colleagues in other municipalities, philanthropic and private sector agencies. I :N In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of A. Pappert, General Manager, Community Services, D. Chapman, Director Financial Planning and Reporting, R. Regier, Executive Director, Economic Development, I. Pregel, Manager Cultural Development, and L. Gordon, Director of Purchasing. Expressions of interest were requested from twelve (12) known consulting firms, advertised in the Record, on the City of Kitchener Home Page and on the Internet through the Ontario Public Buyers Electronic Tendering Information System relative to this project. Documents were picked up by an additional three (3) interested parties. By the closing date of Monday June 4th, 2007, five (5) responses had been received. The Review Committee met on Tuesday June 12 1h , 2007 to review the submissions. A shortlist of two (2) Consultants was selected for further interviews. The Review Committee met on Friday July 6th, 2007 to interview the shortlisted candidates. The Committee elected to award the project to GGA Management Consultants, Toronto, Ontario. On Monday July 23d, 2007 the Council of the City of Waterloo, approved a recommendation for the City of Waterloo to take part in the Consulting Process and their costs of up to $20,000. have been added to the recommendation. The City of Waterloo's portion of the study will be billed to them by the City of Kitchener. A listing of the responding parties follows for your reference. F.J.
