HomeMy WebLinkAboutFIN-07-082 - T07-056 - Duke St W (Waterloo to Wellington) Road Reconstruction Report To: Mayor Carl Zehr & Members of Council Date of Meeting: 2007-08-27 Prepared By: Larry Gordon Date of Report: 2007 -07 -03 Report No: FIN 07-082 Subject: T07-056 - Duke Street West (Waterloo Street to Wellington Street) Road Reconstruction RECOMMENDA TION That tender T07-056, Duke Street West (Waterloo Street to Wellington Street) Road Reconstruction, be awarded to Sierra Construction Woodstock Limited, Woodstock, Ontario at their adjusted tendered price of $1,957,468.50, including provisional items and contingency of $301,065.. and G.S.T., and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND Engineering Services wishes to proceed with the reconstruction of Duke Street West (Waterloo Street to Wellington Street), which involves the replacement of all underground services and surface works including road, curb & gutter and sidewalk. The infrastructure has reached the end of its' useful life and is in need of replacement. The project includes the removal of coal tar in portions of the road allowance as well as the removal of other impacted material which has migrated into the road allowance from adjacent contaminated site. Construction is tentatively scheduled to commence July 9th, 2007. REPORT Tenders were advertised publicly in The Record, The Daily Commercial News, on the City of Kitchener website and on the Internet through the Ontario Public Buyers Electronic Tendering Information System. Six (6) potential bidders picked up tender documents, and by the closing date of Thursday June 21 st, 2007, four (4) tenders had been received. The following tenders were received: Sierra Construction Woodstock Limited Terracon Underground Ltd. Bel-Air Excavating & Grading Ltd. Network Site Services Ltd. Adiusted Bid Woodstock, ON $1,959,373.32 $1,957,468.50 * Brantford, ON $1,979,868.89 $1,979,868.85 Cambridge, ON $2,184,367.33 Cambridge, ON $2,294,931.83 The tenders submitted by Sierra Construction Woodstock Limited and Terracon Underground Limited contained arithmetic errors which have been corrected. The tenders were reviewed by D. McLeod, McCormick Rankin Corporation, the City's Consultants for the project, and S. Allen, Design & Construction Engineer, who concur with the above recommendation. FINANCIAL IMPLICATIONS Funding will be provided from Index 852345 Duke St. - Waterloo to Wellington. TOTAL EXPENSES $2,393,235. PROJECTED SURPLUS $ 555,359. Due to the recent issue of salt contamination, a funding shortfall was anticipated for all 2007 projects. As a contingency, the Clark Avenue project was deferred and the funding was allocated to the remaining 2007 projects. The allocation for the Duke Street project was higher than required due to limited information at the time. We assumed a "worst-case" scenario but actual impacted quantities in the tender are lower than what was originally thought. * Any surplus funds will be returned to Uncommitted (852420) which are projects funded by Sanitary Sewer (46% ), Water Works (31 %) and Capital out of Current (23%).
