PROJECTED SURPLUS

Due to the recent issue of salt contamination, a funding shortfall was anticipated for all 2007
projects. As a contingency, the Clark Avenue project was deferred and the funding was
allocated to the remaining 2007 projects. The allocation for the Duke Street project was higher
than required due to limited information at the time. We assumed a "worst-case" scenario
but actual impacted quantities in the tender are lower than what was originally thought.
* Any surplus funds will be returned to Uncommitted (852420) which are projects funded by
Sanitary Sewer (46% ), Water Works (31 %) and Capital out of Current (23%).
