BACKGROUND The rubber tired loader backhoes were approved for replacement in 2007 by the Equipment Review Committee at a budget estimate of $296,000., plus $5,000. for outfitting. REPORT Tenders were advertised publicly in The Record, the City of Kitchener website and on the Internet through the Ontario Public Buyers Electronic Tendering Information System. Five (5) potential bidders downloaded the tender document, and by the closing date of Thursday July 12th, 2007, four (4) tenders had been received. The low bid submitted by Kalnor Construction Equipment, Waterford, did not meet the specifications for an outer box design on the rear boom and did not meet the required minimum horse power of 96 net peak power. The second low bid submitted by Toromont Cat, Cambridge, was non-compliant as they did not provide a loader bucket with a JRB quick change style coupling system to incorporate the City of Kitchener's existing attachments. Born, 1Vlanager of Fleet, who concurs with the above recommendation.
