HomeMy WebLinkAboutDTS-07-131 - On-Street Parking - Duke Street East Between Cedar Street And Eby Street1 KKR - . • - Development & Technical Services Report To: Development & Technical Services Committee Date of Meeting: September 10, 2007 Submitted By: John McBride, Director of Transportation Planning Prepared By: Dennis Lopes, Traffic Technologist (741-2369) Ward(s) Involved: Bridgeport -Centre Ward (1) Date of Report: August 7, 2007 Report No.: DTS 07-131 Subject: ON-STREET PARKING -DUKE STREET EAST BETWEEN CEDAR STREET AND EBY STREET RECOMMENDATIONS: That on-street parking be permitted for two (2) consecutive hours from 8:00 a.m. to 6:00 p.m., Monday -Saturday with no re-parking within five (5) hours of initial parking on the south side of Duke Street East from a point 25 metres west of Cedar Street to a point 10 metres west thereof; and further, That on-street parking be permitted for two (2) consecutive hours from 8:00 a.m. to 6:00 p.m., Monday -Saturday with no re-parking within five (5) hours of initial parking on the south side of Duke Street East from a point 15 metres east of Eby Street to a point 30 metres east thereof; and further, That the Uniform Traffic By-law be amended accordingly. BACKGROUND: The City of Kitchener is currently carrying out major roadway improvements on Duke Street East from Cedar Street to Scott Street as part of the annual road reconstruction program. The rehabilitation design of Duke Street East involved the addition of on-street parking within this section. At the present time, as shown on the attached plan, on-street parking is prohibited at anytime on both sides of Duke Street East from Cedar Street to Scott Street, as outlined in the City of Kitchener Uniform Traffic By-law No. 2000-159. REPORT: Transportation Planning and Engineering Rehabilitation representatives of the Duke Street East Reconstruction project reviewed the possibility of installing additional on-street parking bays to increase the available on-street parking in this corridor and enhance the landscape of this section of Duke Street East. It was concluded that on-street parking could be permitted for two (2) consecutive hours from 8:00 a.m. to 6:00 p.m., Monday -Saturday with no re-parking within five (5) hours of initial parking, without affecting the roadway width, safe two-way traffic flow, and the response time of emergency services. Therefore, Transportation Planning recommends that on-street parking be permitted for two (2) consecutive hours from 8:00 a.m. to 6:00 p.m., Monday -Saturday with no re-parking within five (5) hours of initial parking on the south side of Duke Street East from a point 25 metres west of Cedar Street to a point 10 metres west thereof, as well as on the south side of Duke Street East from a point 15 metres east of Eby Street to a point 30 metres east thereof, and that the City of Kitchener Uniform Traffic By-law be amended accordingly. FINANCIAL IMPLICATIONS: The approximate cost for signing including installation, for the roadway is $500 and will be taken from the existing sign maintenance budget.
