BACKGROUND: Transportation Planning has received a request from a local resident to review the existing on- street parking regulations on Sweetbriar Drive around the curve adjacent to #45 Sweetbriar Drive. At the present time, on-street parking is permitted on both sides of Sweetbriar Drive for three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2000-159. REPORT: This request asked that on-street parking be prohibited on a small portion of Sweetbriar Drive, as parked vehicles are restricting visibility around the curve in the roadway adjacent to #45 Sweetbriar Drive. After a review of the roadway, Transportation Planning has found that when on-street parking occurs on the inside of the curve adjacent to #45 Sweetbriar Drive, visibility for traffic using the roadway is restricted, therefore creating an operational safety concern. In the interest of traffic safety, Transportation Planning is recommending that on-street parking be prohibited at anytime on the south (odd house number) side of Sweetbriar Drive from a point 66 metres east of the north intersection of Duncairn Avenue to a point 23 metres east/south thereof. The only landowner directly affected by this parking prohibition resides at #45 Sweetbriar Drive. The resident was consulted regarding this matter and they were generally supportive of the on-street parking prohibition around the curve, providing that some on-street parking areas remained in front of their residence for occasional use by guests. This recommended revision will result in a loss of approximately three (3) on-street parking spaces. Transportation Planning does feel, however, that parking usage in this area can still be accommodated quite comfortably. FINANCIAL IMPLICATIONS: The approximate cost for signing the roadway is $400 including installation, and will be taken from the existing sign maintenance budget.
