BACKGROUND: Transportation Planning has received a request from Grand River Transit (GRT) to review the existing on-street parking regulations on Ingleside Drive around the curve adjacent to #124 Ingleside Drive. At the present time, on-street parking is permitted on both sides of Ingleside Drive for three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2000-159. REPORT: This request asked that on-street parking be prohibited on a small portion of Ingleside Drive, as GRT buses are having difficulty negotiating the curve in the roadway adjacent to #124 Ingleside Drive when vehicles are parked on the street. After a review of the roadway, Transportation Planning has found that buses do not have enough space to negotiate the curve safely when on-street parking occurs on the roadway adjacent to #124 Ingleside Drive. Since buses require a much larger turning area than conventional vehicles, the presence of on-street parking on both sides of the street is not desirable. Furthermore, parked vehicles on the inside of the curve restrict visibility for traffic using the roadway, therefore creating an operational safety concern. In the interest of traffic safety, Transportation Planning is recommending that on-street parking be prohibited at anytime on the north (even house number) side of Ingleside Drive from a point 55 metres east of Hazelglen Drive to a point 30 metres east thereof. One landowner, who will be directly affected by this parking prohibition, was not supportive of this proposal. In the resident's opinion, parking should be prohibited on the opposite side of the street. However, prohibiting parking on the south (odd house number) side does not address the visibility problem caused by vehicles parked on the inside of the curve. Transportation Planning has endorsed the parking prohibition on the north (even house number) side of the street, recognizing that the provision of a safe and efficient bus service is absolutely essential in ensuring the reliability of our public transit system. This recommended revision will result in a loss of approximately three (3) on-street parking spaces. Transportation Planning does feel, however, that parking usage in this area can still be adequately accommodated. FINANCIAL IMPLICATIONS: The approximate cost for signing the roadway is $600 including installation, and will be taken from the existing sign maintenance budget.
