Subject: T07-024 -McLennan Park Redevelopment -Phase 1
RECOMMENDATION
That tender T07-024, McLennan Park Redevelopment -Phase 1, be awarded to Pacific Paving
Limited, Mississauga, Ontario at their reduced tendered price of $954,462.05, including
provisional items and contingency of $244,198.90. & G.S.T., and further that the Mayor and City
Clerk be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND
1VIcLennan Park is a 97 acre park located at 901 Ottawa Street South, former site of the Region
of Waterloo landfill. The McLennan Park 1Vlaster Plan and CSD recommendations were adopted
on September 15th, 2003 (CSD-03-095 June 23103). Total park development costs for the
1Vlasterplan were estimated to be 4.6 million (in 2003 dollars). Notable features of the
1Vlasterplan included a community trail system; skateboard park, playground and multi-use court;
comfort station; downhill BNIX and Freeride cycling trails; public tobogganing; great lawn;
public parking; and leash-free dog area. The development of the park is proposed to take place
in four phases as identified in the 10-year capital budget forecast in the years 2007, 2009, 2014
& 2015.
REPORT
Tenders were advertised publicly in The Record, The Daily Commercial News, on the City of
Kitchener website and on the Internet through the Ontario Public Buyers Electronic Tendering
Information System. Thirteen (13) potential bidders picked up tender documents, and by the
closing date of Thursday August 9th, 2007, four (4) tenders had been received.
The following tenders were received:
Pacific Paving Limited Mississauga, ON $1,262,939.65 ~
Gateman-Milloy Inc. Kitchener, ON $1,333,040.74
Bomar Landscaping Inc. Guelph, ON $1,349,434,06
Bel-Air Excavating & Grading Ltd. Cambridge, ON $1,423,487.86
As outlined in the Community Service report SCD-07-071, a negotiation with Pacific Paving
Limited, the low bidder, has taken place to reduce the tender by $300,016.55 to meet current
budgets.
The tenders were reviewed by J. van Schubert, The Walter Fedy Partnership, the City's
Consultants for the project, and D. Ritz, Supervisor Design and Development, who concur with
the above recommendation.
