PROPOSED REVISION OF ROOF OF NEW BUILDING
That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application
HPA 2007-V-008 (242 Queen Street South} be approved, to permit a revision to the design of
the roof to be constructed as part of a new building previously approved in HPA 2007-V-001, in
accordance with revised elevation plans dated September 12, 2007 and forming part of the
application; and,
That the applicant submit additional detail regarding the construction of the false chimney to the
satisfaction of the City's Heritage Planner.

BACKGROUND:
The Development and Technical Services Department is in receipt of Heritage Permit
Application HPA 2007-V-008. The applicant is seeking Council's permission to revise the
previously approved roof design on the new two-storey building being constructed on the
property municipally addressed 242 Queen Street South, located in the Victoria Park Heritage
Conservation District ~VPHCD). The new structure, replacing the former building that was
destroyed by fire, will house the Reaching Our Outdoor Friends PROOF) youth day shelter.
REPORT:
The subject property is located on the west side of Queen Street South between Joseph Street
and Courtland Avenue within the Victoria Park Heritage Conservation District. The applicant
wishes to revise the roof design on the new two-storey building being constructed which was
previously approved by Council via HPA 2007-V-001, in order to accommodate a rooftop HVAC
system and introduce a false chimney to the design.
The HVAC system for the new building was originally proposed to be located at ground level
behind the new building. However, the owner has now opted to use a different HVAC system to
be located on the rear roof of the building that requires the roof to be redesigned from what was
originally proposed. The previous roof design was a hipped roof from the front of the building to
the back (see Elevations-Mar2007). The proposed new roof calls for the rear portion of the
building to have a lower roof with a portion having a flat section on which the HVAC equipment
would be placed. This portion of the roof would be surrounded by a hipped roof/parapet
approximately four feet tall, hiding the HVAC equipment from view on all elevations (see
Revised RoofSept2007).
Under normal circumstances, City staff would bring this report to Heritage Kitchener for
consideration. However, as the next meeting of the Committee is not scheduled until October 2,
2007, Council's consideration of this application after Heritage Kitchener's review could result in
a construction delay of over a month. Therefore, the owner has requested that we bring this
matter to Council's attention as expeditiously as possible. Staff have forwarded the design
specifications regarding the roof to members of Heritage Kitchener via e-mail and conducted an
informal poll. Six of the eleven members of the Committee responded. One member abstained,
and five expressed support, with two members recommending that such support be conditional
on the owner adding a false chimney to the roof design.
Council's approval of the original heritage permit application to accommodate the construction
of the new building included a request (as per Heritage Kitchener's recommendation} that the
owner consider adding a false chimney to the roof design to improve the aesthetics and fit of the
building with the surrounding urban form. The owner however did not pursue the chimney option
as it was discretionary. Staff have discussed this matter with the applicant and they have agreed
to include the addition of the chimney as part of this application. Given the details of the
construction of the chimney have not yet been resolved, staff propose that Council's approval of
this application be subject to the applicant submitting additional detail regarding the construction
of the chimney to the satisfaction of the City's Heritage Planner.
FINANCIAL IMPLICATIONS:
None.
CONCLUSION:
Given the lot is relatively narrow and the new building would be longer than the building which
burned down, the change in the roof profile should not result in being visually dominating when
viewed from the street. Consequently, staff are of the opinion that the proposed redesign of the
roof will not have a significant visual impact on the integrity of the heritage district.
