BACKGROUND: At the Finance and Corporate Services Committee meeting on Monday September 24th, Council approved that Chapter 530 of the City of Kitchener Municipal Code be amended to increase the dog licensing fees to the fees charged by the City of Waterloo. Council also asked that staff provide Council with a fee implementation plan to redefine the deadlines for the purchase of a dog license. REPORT: The City of Kitchener currently has a number of dog license fees that are not being charged by the City of Waterloo. For example, the City of Waterloo only has one fee for first licenses and has fewer fee categories for restricted dogs. Appendix A is a comprehensive list of all the City of Kitchener's dog license fees. For fees charged by both the City of Kitchener and the City of Waterloo, Appendix A has been updated with the City of Waterloo fee (these fees are bold and italicized). For the fees only charged by the City of Kitchener, Appendix A has been updated to reflect fees consistent with the other dog licensing fee increases. All fee categories have increased with the exception of Restricted Dogs renewal licenses purchased prior to June 30th. As the by-law for restricted dogs was implemented eight years ago and the number of restricted dogs his declining, the financial impact is minimal. Staff will bring back to Council in the spring of 2008 an implementation plan for 2009 that will address the deadline dates as well as the multiple fee structure. In the meantime, staff and the Humane Society will consult with the City of Waterloo and local pet stores. The Humane Society will also have time to provide public notice regarding the changes and to rearrange their staffing requirements and provide feedback on the impact of the 2008 fee changes.
