KIWANIS PARK STRATEGIC PLAN - UPDATE
RECOMMENDATION:
For Information Only.
BACKGROUND:
City Council approved the Kiwanis Park Strategic Plan (CSD-06-001) on January 9, 2006.
Twelve issues were identified pertaining to the development of the Kiwanis Park Strategic Plan:
1) Active and/or Passive Focus for Kiwanis Park
2) Role of City of Kitchener
3) Role of Kiwanis Club
4) Grand River Conservation Authority Regulations
5) Role of Swimming Facility
6) Role of City of Waterloo
7) Possible New Uses or Facilities for Kiwanis Park
8) Evaluation Criteria for Possible New Uses
9) Communication Between Kiwanis and City
10) Year to Year Budgeting
11) Dogs in Kiwanis Park
12) Security Concerns
Some issues were raised concerning the following:
1 . The multi-purpose building, which is proposed in Phase 1, was identified as a concern
by the neighbours (use and traffic) and by the Kiwanis Club (cost and funding).
2. Security, signage and improper use of parking lot at entrance.

3. Extension of Falconbridge Drive.
Consideration of these items:
1. A traffic study (both operational and volume) should be included as part of any decision
to proceed with the multi-purpose building.
2. Security, signage and the parking lot are identified in Recommendation 12 and
comments at the meeting support this.
3. Extension of Falconbridge Drive, which is identified in the Community Plan, was outside
of the Strategic Plan process. Council's policy for dealing with the dispersal of parkland
requires a separate process and public meetings to deal with this matter.
REPORT:
Through the 2007 calendar year, the following items have been completed or are underway to
be completed prior to the winter season as per the Strategic Plan:
· Installation of concrete flooring at the existing picnic shelters
· New backstop at the ball diamond
· Installation of fencing along southern end of the property for the leash free dog area
· Upgrade of the community trails through the park
· Upgrades to the existing playground
FINANCIAL IMPLICATIONS:
Kiwanis Park funding allocations will be part of the yearly capital budget process. Opportunities
for partnership (Kiwanis Club of the Twin Cities) as well as cost sharing will continue to be
explored during the course of the development of the Park through the Strategic Plan direction.
COMMUNICATIONS:
Communications and Marketing Division will be consulted and included as required.
CONCLUSION:
The Kiwanis Park Strategic Plan will continue to be followed and assist in providing direction for
the future development of the park.
The continued co-operation between the Kiwanis Club of the Twin Cities and the City of
Kitchener will be important in the development of the park.
