DEMOLITION OF DETACHED GARAGE
RECOMMENDATION:
That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application
HPA 2007-V-011 (93 Joseph St) be approved, to permit the demolition of the existing detached
garage.
BACKGROUND:
The Development and Technical Services Department is in receipt of Heritage Permit
Application HPA 2007-V-011. The applicant is seeking Council's permission to demolish the
existing single-car garage located at 93 Joseph St for the purposes of underground
environmental remediation for the safe removal of contaminated soils on the adjacent property
at 89 Joseph. The Committee approved the demolition of the house at 89 Joseph St in
September 2007. The subject property is located in the Victoria Park Heritage Conservation
District (VPHCD).
REPORT:
The property is located on the south side of Joseph St and to the east of Richmond Ave. The
detached accessory structure is a wooden garage with gingerbread trim on the gables which
was constructed in 1946 and is currently in poor condition. The structure is not original to the
house on the property which was built in approximately 1900. It is proposed that a Heritage
Permit will be submitted next spring for a new detached garage to be rebuilt in the same
location after the site has been remediated.
FINANCIAL IMPLICATIONS:
The cost to the City to demolish the detached garage located at 93 Joseph St is to be provided
for in the budget for the site remediation of 89 Joseph St.
CONCLUSION:
It is staff's opinion that the accessory detached garage does not possess sufficient merit as an
individual heritage resource and it is not a significant contributing resource to the Victoria Park
Heritage Conservation District. Upon completion of the remediation work, a separate heritage
permit application will be submitted for approval of the replacement garage which will ensure
that the new garage will meet guidelines established for the heritage district.
