RECOMMENDATION
That Expression of Interest E07-081, Consultant Services -Madison Avenue (Courtland Avenue
to Charles Street), be awarded to The Walter Fedy Partnership, Kitchener at their estimated fee
of $167,624., including a contingency of $14,376. and G.S.T., based on a satisfactory contract
being negotiated and an upset fee being established, and further that the Mayor and City Clerk be
authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND
The Madison Avenue reconstruction project has been initiated to address the infrastructure issues
which currently exist. The infrastructure along Madison Avenue has generally reached the end
of its' useful life and requires full replacement. The project scope includes the design and
reconstruction of all underground services (sanitary sewer, storm sewer and watermain) as well
as sanitary and water service connections to the property line. The asphalt roadway will be
reconstructed as well as sidewalks and curbs. Construction is expected to occur in 2008.
REPORT
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established consisting
of S. Allen, Manager, Engineering Design and Approvals, J. Oakley, Manager, Engineering
Construction, K. Mick, Design Engineer, and L. Gordon, Director of Purchasing.
Expressions of Interest were advertised in the Record, on the City of Kitchener Home Page and
on the Internet through the Ontario Public Buyers Electronic Tendering Information System
relative to this project. Documents were picked up by fifteen (15) interested parties. By the
closing date of Tuesday September 18th, 2007, nine (9) responses had been received. The
Review Committee met on Tuesday October 2nd, 2007 to review the submissions. A shortlist of
three (3) Consultants was selected for further interviews.
The Review Committee met on Thursday October 11th, 2007 to interview the shortlisted
candidates. The Committee elected to award the project to The Walter Fedy Partnership,
Kitchener.
