EXECUTIVE SUMMARY: The purpose of this report is to update Community Services Committee on the status of the Foxglove Park development in the Laurentian West planning community as per the request made at Community Services Committee on October 15, 2007. BACKGROUND: Foxglove Park is a 1.98 ha (4.89 acres) neighbourhood park located on Foxglove Crescent and within the Laurentian West planning community. The park is immediately adjacent to Conestoga Parkway, with the closest major intersection being Ottawa Street South and Fischer Hallman Road. The park was registered to the city in two blocks, in 2001 (Registered Plan 58M-224 Block 163 per Activa Holdings) and in 1998 (Registered Plan 58M-55 Block 11 per Freure Developments). REPORT: The planning and development of Foxglove Park is comprised of two stages: 1. Developer basic park requirements; and 2. City of Kitchener park improvements. Completion of the developer basic park requirements for the two park blocks that comprise Foxglove Park has progressed independently, reflecting in each case the land owner's schedule for subdivision registration and subsequent development. Developer basic park requirements have been fulfilled in the case of Block 163 (Activa Holdings park block). Report No: CSD-07-113 2 In the case of Block 11 (Freure Developments park block) the developer basic park requirements have not been fulfilled. Prior to preparing the final grassed park surface cover, the developer is required to achieve park final grades by way of hauling and otherwise spreading around the park site, a volume of subsoil fill that is surplus to the requirements of meeting the park's approved grading plan. Through discussions with the developer, we anticipate that this work will be executed throughout 2008. We expect that the park grass cover will be accepted by the city in spring 2009. Community Services Department staff anticipates holding one or more community open house meetings beginning in winter/spring 2008 to review the design and layout of park features and amenities. Alternative concept plans for park development are presently being prepared for these community meetings The schedule for installation and construction of all park features will be confirmed by the results of the planning meetings. It is anticipated that the significant work on the park in 2008 will be the developer basic park grading and seeding requirements, and that many of the park features ultimately confirmed by the community meetings would be constructed and installed in autumn 2008 and spring 2009. It is expected that full completion of Foxglove Park will be achieved by summer 2009. FINANCIAL IMPLICATIONS: The development of the neighbourhood park will be funded within the 2008 and 2009 General Park development account (672882). COMMUNICATIONS: A public open house meeting for Foxglove Park will be scheduled for winter/spring 2008. CONCLUSION: Completion of the developer basic park work and the park concept plans and construction by city staff will contribute to the successful completion of the Foxglove Neighbourhood Park.
