HomeMy WebLinkAboutFIN-07-129 - E07-080 - Consultant Services - Duke St (Cedar to Pandora)h~ ~' ~~ E~ y ~*~ p { { P Report To: Mayor Carl Z~hr and Members of Council Date of Meeting: 2007-12-10 Prepared By: Larry Gordon Date of Report 2007-12-03 Report No: SIN 07-129 Subject: E07-080 -Consultant Services -Duke Street (Cedar Street to Pandora Avenue) RECOMMENDATION That Expression of Interest E07-080, Consultant Services -Duke- Street (Cedar Street to Pandora Avenue) be awarded to Planning & Enginee-ring Initiatives Ltd., Kitchener at their estimated fee of $136,108.24, including a contingency of $11,050. and G.S.T., based on a satisfactory contract be-ing negotiated and an upset fee be-ing established, and further that the- Mayor and City Clerk be authorized to exe-cute- an afireement satisfactory to the- City Solicitor. BACKGROUND The- Duke- Street reconstruction project has been initiated to address the- infrastructure- issues which currently exist. The- infrastructure along Duke- Street has fienerally reached the- end of its' useful life- and rewires a full replacement. The- project scope- includes the- de-sign and reconstruction of all underground services (sanitary se-wer, storm se-wer and watermain) as well as sanitary and water service connections to the- property line. The- asphalt roadway will be reconstructed as well as side-walks and curbs. Construction is expected to occur in 2008. REPORT In accordance- with Chapter 170 of the- Municipal Code- pertaining to the- Sele-coon of Professional Services/Consultants, a Consultant's Re-view Commutee was established consisting of S. Allen, Manager, Engine-eying De-sign and Approvals, J. Oakley, Manager, Enginee-ring Construction, K. Mick, De-sign Engineer, and L. Gordon, Director of Purchasing. Expressions of Interest were- advertised in the- Re-cord, on the- City of Kitchener website and on the- Internet through the- Ontario Public Buyers Electronic Tendering Information System relative to this project. Documents were- picked up by ton (10) Interested parties. By the- closing date- of Tue-sday October 30t~~, 2007, e-fight (8) responses had been recefived. The- Re-view Commutee met on Wedne-sday November 7t~~, 2007 to re-view the- submissions. A shortlist of three (3) Consultants was selected for further interviews. The- Re-view Commutee met on Monday November 19t~~, 2007 to interview the shortlisted candidates. The- Commutee elected to award the- project to Planning & Enginee-ring Initiatives Ltd., Kitche-ner.
