Subject: P07-052 -Corporate Central Alarm Monitoring System
RECOMMENDATION
That proposal P07-052, Corporate Central Alarm Monitoring System, be awarded to GE Security
Canada, Waterloo, Ontario, at their proposed price of $174,331., including P.S.T. & G.S.T., plus
an annual maintenance cost of approximately $17,500. per year, subject to a satisfactory contract
being negotiated and further that the Mayor and Clerk be authorized to execute an agreement
satisfactory to the City Solicitor.
BACKGROUND
The City of Kitchener's obligations to providing a quality central alarm monitoring service to its'
corporate facilities, regional schools, and Direct Detect customers continues to grow and is
putting a strain on the existing system. The need to respond, combined with the need to meet
new objectives, necessitated a search for a newer, more powerful system.
0n June 13, 2007, the City of Kitchener issued a Request for Proposal seeking bids for a new
Central Alarm 1Vlonitoring System. The system would replace the existing system that is
currently being used by the City's Fire and Utilities dispatch centres. Between them, the two
centres monitor and respond to fire, burglary and other alarms originating at City facilities,
regional schools, and (Direct Detect) monitored homes and businesses.
The Request for Proposal focused on finding a solution that would meet all of the following
objectives: a stable flexible platform to manage anticipated Direct Detect growth; maximum
reliability to be achieved through a reputable vendor, 24 x 7 support and hardware redundancy;
the ability to fully integrate the City's pumping station and gas line pressure alarm systems; a
common easy to follow interface to be used by each of the dispatch centres; full support for
existing and future alarms, control panels and communication methods, particularly radio
communications; and finally strong business functionality including customer, site and zone
information, service scheduling, and a billing interface.
REPORT
Proposals were advertised publicly in The Record, the City of Kitchener website and on the
Internet through the Ontario Public Buyers Electronic Tendering Information System. Eight (8)
potential bidders picked up proposal documents, and by the closing date of Friday July 6th, 2007,
two (2) proposals had been received.

The proposal received from SimplexGrinnell did not meet mandatory requirements; it was not a
Windows based system, and consequently, was not evaluated.
A proposal evaluation Committee was established consisting of J. Weber, Deputy Fire Chief, B.
Powell, Fire Systems Specialist, D. Beke, Civilian Fire Dispatcher, R. Strickler, Civilian Fire
Alarm Technician,lVl. Daudova, Direct Detect Program Assistant, J. Harris, Utilities Dispatcher
Crew Leader, K. Thyer, Business Systems Analyst, and S. Rudak, Buyer.
The Review Committee elected to award the proposal to GE Security Canada, Waterloo.
