Community Services Report To: Finance and Corporate Services Committee Date of Meeting: February 5, 2007 Submitted By: Denise Keelan, Director, Aquatics and Athletics (Ext. 2706) Prepared By: Rolland Cyr, Athletics Coordinator (Ext. 2689) Ward(s) Involved: All Date of Report: January 22, 2007 Report No.: CSD-07-012 Subject: MINOR SPORT ANNUAL OPERATING GRANTS RECOMMENDATION: That the City of Kitchener approve the allocation of grants as identified in CSD-07-012 as per the attached chart entitled 2007 Annual Minor Sport Grants, to the respective minor sport groups in the amount of $671,147, representing a 2% increase from the 2006 budget. EXECUTIVE SUMMARY: The City of Kitchener provides grants to minor non profit sport organizations who provide instructional, intramural, recreational, inter-city (competitive) programs and/or opportunities to Kitchener residents who are 18 years of age or younger. In 2007 one of the goals of the Community Investment Strategy is to review and refine the athletic grant process. In the interim, the process for evaluating funding for minor sports grants is done through a review of the historical allocations, and includes a comparison to similar sport categories. Sport groups submit a detailed account of their current financial status and request a dollar amount based on specific yearly needs. Minor sport annual operating grants in 2006 provided $657,989 in cash funding. The recommended approvals for the 2007 budget year total $671,147, a 2% increase equaling $13,158. REPORT: Unless specified in this report, minor sport organizations that receive funding from the City of Kitchener have applied for and met the criteria for affiliation under the City of Kitchener's Minor Sport Affiliation Policy. This policy ensures that these sport organizations are non profit, democratically operated, open to all residents on a first come, first served basis and their primary objective is the provision of sport services to Kitchener residents 18 years of age or younger. These services can include instructional, intramural, recreational or inter-city Report No: CSD-07-012 (competitive) programs. Each organization is reviewed annually by staff to ensure that these criteria are being met. In order to receive funding, organizations must complete a comprehensive application form and submit it to Athletics' staff. Application forms require detailed financial planning and statistical information. These applications are reviewed in detail by staff. Variations in the amounts funded are due to criteria such as sport rental costs, year round vs. seasonal sports, current financial status and equipments needs. Based on this review, staff is making these recommendations: • Tsuruoka Kai Karate Do: Grant will be withheld until copies of minutes from all meetings in 2006 are received. The application needs to be completed and the required documentation included. Staff is recommending a decrease in grant amount for: • Kitchener Ringette Association: The Kitchener Ringette Association has experienced a sustained decrease in participants over the last ten years. Staff view this decrease no longer warrants the level of support that this group has been receiving. This year we are recommending a decrease in grant allotment with a complete review of their program in 2007. The recommended decrease is -8% totaling $2,000. The recommended grant amount is $23,000. Staff is recommending a greater then 2% increase for: • KW Diving Club: This group has expanded their programs including development of a new and successful dry land training facility in Kitchener. The increase will provide for assistance to operating expenses due to the clubs growth. The recommended increase is 47% totalling $800. The grant amount for 2007 is $2,500. • KW Minor Lacrosse: This sport has demonstrated a sustained growth and as a result is experiencing increasing operating costs. This club offers both indoor and outdoor programs to both genders and all ages in our minor sports range. The 9% recommended increase totals $1,000. The grant amount for 2007 is $12,000. • Waterloo Regional Nordic Sports Club: This sport is growing including new programs, designed specifically for young women and young children. Staff recommends an increase to assist this group in sustaining the growth in this sport and to keep the fees at a reasonable level. This club would also like to examine the possibility of offering a cross country trail in Kitchener. The recommended increase is 80% totalling $800. The 2007 grant amount recommended is $1,800. • K-W Skating Club: The K-W skating club is recommended for a greater then inflationary increase to allow the club to maintain reasonable fees for the Learn to Skate program. Many children from low income families participate in this fundamental program. The 10% recommended increase totals $3,000. The 2007 recommended grant amount is $33,000. • Kitchener Minor Girls Softball: This sport is experiencing a sustained increase in participants. Staff is recommending this amount to improve equity between all of the softball groups. The recommended increase is 17% totalling $1,000. The 2007 grant recommended is $7,000. The minor sport groups have been informed by letter and a-mail of the Department's recommendation. Groups were given the opportunity to appeal this funding and come forward Report No: CSD-07-012 as a delegation at the Corporate Finance Committee meeting on Feb 5, 2007. As of January 17, no groups had indicated they would appeal. FINANCIAL IMPLICATIONS: The total annual minor sport grant for 2007 recommended by staff is $671,147. The minor sport grant budget in 2006 was $651,989. This represents an increase overall of $13,158.or 2%. CONCLUSION: Minor sport grants provide community sport organizations financial assistance which is directed to supporting programs for residents of the City and are invaluable in keeping these agencies operating.
