Subject: AUTOMATED EXTERNAL DEFIBRILLATORS IN CITY
FACILITIES UPDATE

BACKGROUND:
This report is in follow up to Report No. CSD-07-034, submitted at the May 28, 2007 Community
Services Committee meeting, regarding the placement of Automated External Defibrillators
(AED's) in City of Kitchener locations. At the Council meeting on June 11, 2007, Council raised
concerns regarding the recommendation to enter into an agreement with the Region of Waterloo
to supply Automated External Defibrillators in City of Kitchener facilities. The recommendation
supported an agreement with the Region of Waterloo's Emergency Medical Services in
cooperation with the Heart and Stroke Foundation of Ontario (HSFO) for funding a number of
units in 2007. The recommendation was approved.
Council asked staff to report back once the announcement has been made by the Heart and
Stroke Foundation of Ontario and requested clarification on the training component of this future
agreement.
REPORT:
On July 17, 2007, the Heart and Stroke Foundation of Ontario in conjunction with the Frank
Cowan Foundation announced that the Region of Waterloo would receive 50 AED units to share
with the Region's municipalities. Of these units, 12 were identified as fully funded to be placed in
City of Kitchener specified locations. Funds are included that support 8-10 trained personnel at
each AED location of $1,000 per unit.
Under this current agreement for funding, the Region of Waterloo authorizes the placement for
each municipality's Public Access Defibrillators (PAD) program.

The 12 specified priority PAD locations are:
0 Kitchener Memorial Auditorium (2 units)
0 Lions Arena
0 Don McLaren Arena
0 Grand River Arena
0 Patrick Doherty Arena
0 Rockway Senior Centre
0 Breithaupt Community Centre
0 Grand River Recreation Complex
0 Forest Heights Community Pool
0 Rockway Golf Course
0 Doon Valley Golf Course
The AED staff committee had originally requested units for the Downtown Community Centre,
Kitchener Farmers' Market, City Hall, and a Special Events unit. The Region had negotiated for
these units with the HSFO; however the decision was made by the HSFO that these
defibrillators would not fall under the current agreement. As a result of this funding decision
these 4 City units will use City funds and donations to ensure defibrillators are located in their
buildings in 2007.
As a result staff is pleased to be progressing with the implementation of 16 units into City
facilities this fall.
The Staff AED committee is prepared to proceed with the following next steps:
0 Complete the 2007 agreement with the Region of Waterloo that outlines the
responsibilities of both parties.
0 Complete the training component for the 2007 commitment. This involves training of 120
staff and/or volunteers in CPR-C and AED certification.
0 Since the Kitchener Memorial Auditorium is planned to be the first location with 2
installed units by the end of August. In conjunction with this event, we hope to allow for a
press release and some media coverage to signal the success of this initiative.
0 Consult with the Safe & Healthy Community Committee on their suggestions for moving
forward to accommodate AED's in all identified facilities.
0 Connect with the community partners that are operating joint use facilities such as the
libraries and shared sport facilities. Determine how the cost will be covered to purchase
and maintain the units for their shared use.
0 Investigate additional funding sources through community partners interested in assisting
with this initiative.
0 Prepare to submit a grant application to the Heart and Stroke Foundation of Ontario in
2008 if another year of funding is approved (See Financial Implications).

An essential component of this agreement ties the training of individuals in CPR and AED use to
the release of the funds to support the PAD program. The funding reimbursement only takes
place with the receipt of documents supporting 8-10 trained persons per unit.
FINANCIAL IMPLICATIONS:
City staff has identified a total of 38 required units. (See attached chart.) Staff proposed that in
2007 we start by phasing in 16 units in City of Kitchener facilities. The average cost of adding an
AED unit to a facility is $4,000 based on a cost of $2,500 per unit, the wall case at $500 and the
allotment of $1,000 for training of staff.
The City of Kitchener will receive funding for 12 units in 2007 from the Heart and Stroke
Foundation. This is an exciting start to this initiative.
To cover the cost of the additional 4 units in 2007, staff have agreed to merge funds together
across all the facilities sourced from divisional `general provisions' budgets currently in the 2007
capital budget. Funds from two senior groups had been identified as very supportive committees
anxious to support this program.
As to next steps, staff propose to bring forward options for funding the remaining 24 proposed
AED units during the City's 2008 capital budget deliberations. There are very good signs that
the Heart and Stroke Foundation of Ontario will have additional funding available. In a recent
statement from their office, "We do anticipate another application round in early 2008. All of our
partners, including Waterloo Region and its participating municipalities, will be invited to submit
another application and list of sites for consideration.°°
CONCLUSION:
Over the next 5 months staff will be implementing the current PAD program into the designated
facilities. Through the current budget process, the Community Services Department will take the
lead in this corporate initiative. For each unit that has been identified, our goal is to source the
funds and ensure the PAD program is in full operation by the fall of 2008.
Staff strongly supports this initiative and partnership with the Regional Municipality of Waterloo
EMS. This exciting initiative has the potential to dramatically improve survival rates for heart
attack victims in our community.
