Subject: IMPLEMENTATION OF INTERIM PROCESS FOR 2008
ANNUAL OPERATING AND MINOR SPORTS GRANTS -
ADDITIONAL INFORMATION REQUESTED
RECOMMENDATION:
That Council approve a 2008 annual operating grant in the amount of $55,284 ($51,000
cash one time; $4,284 in kind parking) to Kitchener-Waterloo Performing Arts
Association/Theatre & Company; and,
That Council approve a 2008 annual operating grant in the amount of $191,760 to Homer
Watson House & Gallery; and further,
That a decision on the 2008 annual operating grant allocation to the Social Planning
Council of Kitchener-Waterloo be deferred pending the results of a meeting to be
scheduled with City staff and representatives from the City of Waterloo to discuss co-
funded service organizations within the context of the Community Investment Strategy.
BACKGROUND:
At the June 18, 2007 Community Services Committee meeting, staff submitted Report No. CSD-
07-060, providing information on the proposed transitional implementation approach for 2008
annual operating and minor sports grants processes.
At their June 25, 2007 meeting, Council approved the following resolution:
"That the interim process implementation plan for 2008 annual operating and minor sports grants
be approved as outlined in Community Services Department report CSD-07-060; and
That 2008 annual operating grants in the amount of $1,555,612 be approved subject to Council's
2008 budget deliberations, save and except those grants allocated to the following groups
whereby approval is contingent on the provision of additional information to address concerns
raised by the Community Services Committee:

^ Kitchener-Waterloo Performing Arts Association/Theatre & Company;
^ Social Planning Council of Kitchener-Waterloo;
^ Homer Watson House and Gallery; and,
That 2008 annual minor sports grants in the amount of $680,180 be approved subject to
Council's 2008 budget deliberations; and,
That the 2008 general provision grant allocation of $100,000 be approved with any remaining
funds in the 2007 general provision grant account to be carried forward to the 2008 general
provision grant account; and further,
That for the 2008 calendar year only, the following provision of Council Policy I-596 (Grants-
General Provision) be waived to allow those successful 2007 provisional grant recipients who
may seek approval to be added to the annual operating grants stream, to remain in the
provisional funding stream for a second year:
General provision grants are intended for one time funding only, for a specific event or project.
Organizations seeking continual support are encouraged to seek other funding sources and not
rely on grant funding from the City. Grant requests for ongoing support will be considered with
the annual operating grant process."
REPORT:
On June 22, 2007, staff forwarded a memo to Council providing the additional information
requested for K-W Performing Arts Association/Theatre & Company, Social Planning Council of
Kitchener-Waterloo and Homer Watson House and Gallery.
A copy of this correspondence is included with the agenda under separate cover.
FINANCIAL IMPLICATIONS:
The 2008 annual operating grant budget of $1,555,612, approved by Council on June 25, 2007
subject to final 2008 budget approval, included the following grant allocations:
K-W Performing Arts Association/Theatre & Company $ 55,284 ($51,000 cash; $4,284 in kind)
Social Planning Council of Kitchener-Waterloo $ 84,465
Homer Watson House & Gallery $191,760
If approved as recommended, there are no additional financial implications as a result of this
report.
COMMUNICATIONS:
Individual organizations currently in the 2007 annual operating grant recipients have not been
personally notified of this transitional change to the 2008 grant process. The implementation
plan, approved by Council on June 25, 2007, was circulated to members of the Arts and Culture
Advisory Committee, Mayor's Advisory Council for Kitchener Seniors, and the Kitchener Youth
Action Council for review and comments prior to being submitted to Council for consideration.
Comments received from the advisory groups were favourable to the implementation plan.
