HomeMy WebLinkAboutFIN-07-046 - E07-038 - Consultant Services - Seniors StrategyReport To: Mayor Carl Zehr and Members of Council Date of Meeting: 2007-04-16 Prepared By: Larry Gordon Date of Report 2007-04-11 Report No: FIN 07-046 Subject: E07-038 -Consultant Services -Seniors Strategy RECOMMENDATION That Expression of Interest E07-038, Consultant Services -Senior Strategy, be awarded to Monteith Brown Planning Consultants, London, Ontario at their estimated fee of $37,095.76 including G.S.T., based on a satisfactory contract being negotiated and an upset fee being established. BACKGROUND The City of Kitchener is proposing to commence a comprehensive review of the services and programs offered to seniors by the Community Programs and Services Division. The intent of the study is to make recommendations outlining a Seniors Strategy that substantiates the directions the City of Kitchener wishes to follow based on the Leisure Facilities Master Plan and consistent with the Plan for a Healthy Kitchener to determine the best delivery model for seniors programs and services throughout the city. REPORT In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of M. Hildebrand, Interim Director Community Programs & Services, L. Palubeski, Manager Program & Resource Services, L. Stewart, Centre Facilitator Rockway Centre, W. Hughes, Centre Facilitator Downtown Community Centre, S. DeSchiffart, Supervisor, Senior Day Program and L. Gordon, Director of Purchasing. Expressions of Interest were requested from eleven (11) known consultants and advertised on the City of Kitchener Home Page and on the Internet through the Ontario Public Buyers Electronic Tendering Information System relative to this project. Documents were picked up by twenty- four (24) interested parties. By the closing date of Friday March 16~', 2007, three (3) responses had been received. The Review Committee met on Tuesday March 20~' to review the submissions. The Committee elected to award the project to Monteith Brown Planning Consultants, London, Ontario.
