ZONE CHANGE APPLICATION ZC07/20/B/BS
1904 - 2066 Bleams Road

RECOMMENDATION:
That Zone Change Application ZC07/20/2/BS for the lands legally described as Part of Lots 130
to 132, German Company Tract and municipally known as 1904, 2044, 2060, 2062 and 2066
Bleams Road as outlined in Development and Technical Services Department Report DTS-07-
174, be approved without conditions in the form shown in the Proposed By-law dated October
26th, 2007 attached to said report.
BACKGROUND:
The site is located on the north side of Bleams Road, west of
Activa Avenue and Purple Sage Crescent, in the Laurentian West
Planning Community. The subject lands are the site of approved
Draft Plans of Subdivision 30T-05201 (Eby Estates) and 30T-
05205 (TALM Investments). The Regional conditions and zoning
of the site requires a holding provision until an acknowledged
Record of Site Condition (RSC) has been provided.
REPORT:
The applicant is proposing to rezone the subject lands in order to lift the Holding Provision (30H)
from all residential zones, as a Record of Site Condition has been received by the Region of
Waterloo. The Region has indicated that lifting the holding provision is acceptable. Further,
Special Regulation Provision 450R that affects several zones on the subject lands is to be
amended to Special Provision 473R in order to correct a previous duplication in Special
Regulation numbers. Finally, Special Regulation Provision 403R is being amended to clarify the
minimum lot width, area and garage regulations apply to single detached and duplex dwellings.
FINANCIAL IMPLICATIONS:
None.
COMMUNICATIONS:
The zone change was advertised on October 26, 2007 for the November 19th DTSC meeting.
CONCLUSION:
The Department of Development and Technical Services recommends that Zone Change
Application ZC07/20/2/BS be approved in the form shown in the Proposed By-law.
