Subject: BRIDGE STREET STRUCTURE DRILLING -NOISE
EXEMPTION
RECOMMENDATION:
That the Region of Waterloo and its contractor(s) be exempt from the provisions of
Chapter 450 Noise of the City of Kitchener Municipal Code Article 6 Construction Work
during the drilling of the bridge structure repairs on Bridge Street in the City of
Kitchener. The request for the noise by-law exemption is only between the hours of 8:00
p.m. to 5:00 a.m. for the period of October 29 to October 31, 2007.
BACKGROUND:
In order to complete the work and minimize traffic disruption for this project, nighttime work must
take place in order to complete the project in the time allotment. This work is proposed for
October 29 to October 31, 2007. The work is required to in order to carry out geotechnical
investigation of the soil and rock strata. The drilling of the bridge deck of the existing Bridgeport
Bridge is to drill boreholes and collect soil samples. Doing technical investigation from the deck
of the Bridge St Bridge avoids in-river work and the associated risks. In addition with the
method being proposed by the contractor it would be possible to contain the generation of silt to
a bare minimum as requested by the GRCA. Attached please find the location map of the
Bridgeport Bridge for the soil boring work along with a detailed letter from Stantec dated
October 12, 2007 detailing the work to be completed.
SCOPE OF WORK:
The work is being completed in preparation for the improvements to Bridge St and the
recommendation of the temporary modular bridge structure and proposed rehabilitation of the
existing Bridgeport Bridge.
TYPE OF NOISE:
The majority of the noise will be created by the drill engine and the noise of a generator engine
needed to power auxiliary lights for night work. These would be running continuously. There
would also be intermittent noise arising from driving the soil sampler, which would involve metal
on metal contact.
DURATION
This work is proposed to be done at night from 8:00 p.m. to 5:00 a.m. to minimize traffic issues.
The work would begin on October 29, 2007 until October 31, 2007. It is likely that the drilling
operations can be completed in two nights and the third night will not be necessary.
Noise protocol will be followed, which covers administrative measures such as scheduling of
noisy activities at times of least impact, selection of haulage routes to minimize close proximity
to neighbours, and maintaining contact with residents.
In order to expedite the soil boring and allow extended hours of work to take place for this
project, thereby minimizing traffic impacts, we recommend that this request for a noise by-law
exemption be granted.
FINANCIAL IMPLICATIONS:
None.
COMMUNICATIONS:
The Regional Municipality of Waterloo and its contractor will communicate the expectation of
extended working hours to area residents and have been actively advising of any changes as
they develop.
CONCLUSION:
In order to allow the soil boring work on Bridge St and allow extended hours of work to take
place for this project, thereby minimizing traffic impacts, we recommend that this request for a
noise by-law exemption be granted.
