The applicant is seeking Council's permission to demolish an existing one-storey rear addition and replace it with atwo-storey addition for the single family dwelling on this property which is located in the Victoria Park Heritage Conservation District (VPHCD). REPORT: The property is located on the west side of David Street between Roland and Schneider Avenues. The Heritage Conservation District Study for the area notes that "134 David Street is a 1 & %2 storey circa 1880 buff brick front-gabled Berlin Vernacular style residence with partial verandah and balcony over, close to the original design with minor modifications and set in an attractive well-treed lot. Notable features are the circle head and side bay windows. Well maintained'. The date of construction of the one-storey frame addition at the rear of the building is unknown but the structure is shown in the fire insurance map dated 1924. It is constructed of wooden tongue and groove siding with an asphalt shingle roof. The structure is only partially visible from the streets from the south side and it is not visible from the north side as there is a treed buffer between the streetscape and the addition. Although the addition is over 75 years old it does not possess sufficient merit as a heritage attribute or significant contributing resource to the heritage district. Staff has no concerns with the proposed demolition of the existing rear addition (photos - pg A-7). The new two-storey addition will accommodate a kitchen on the main floor and a bedroom on a second floor loft. It will be constructed with wood board and batten siding of a colour similar to the existing light-coloured brick. As well, the new asphalt roof will be as close in colour as possible to the roof of the main dwelling. This will ensure that the addition blends in well, is not overly visible and this is in keeping with previous additions constructed for this heritage district. -3- It is noted that the addition will be attached to existing house with a saddle connection to the rear wall of the house which will not interfere with existing windows, eaves or brickwork. One two-over-two double hung window will be located in the front elevation of the addition, and one two-over-two side-by-side double hung window will be located on the south elevation. The windows will be constructed with wood interior and aluminium exterior. Over the south elevation window there will be a gothic window in the upper gable. The placement and appearance of the windows would appear to complement the historic building. The addition would be predominately at the rear of the existing building, however 1.76 metres (5.83 ft) is to be located to the rear south side and would be visible as part of the front elevation (drawing -page A-11). Though visible from the streetscape the addition will be setback more than 7.5 metres (25 ft) from the front facade and its location at the rear will ensure that it is subordinate to the existing house. Notable features on the existing house such as the circle head and side bay widnows will not be impacted. Staff note that there is a clear distinction between the old and the new building design and the addition will be subordinate to the main structure which is desirable for additions to heritage properties. There will not be a negative impact on the integrity of the VPHDP. FINANCIAL IMPLICATIONS: NIA CONCLUSION: The proposed application for the demolition and rebuilding of a rear addition meets the intent of the Victoria Park Heritage District Plan policies and guidelines. Therefore City staff recommends that HPA 2007-V-012 be approved.
