COMPASS KITCHENER COMMITTEE MINUTES
November 21, 2007CITY OF KITCHENER
The Compass Kitchener Committee met on this date, commencing at 4:05 p.m.
Present: Don Bourgeois, Kim Knowles, Theron Kramer, Pat Doherty, Susan St. John, Norm
Damaren,
Staff: Shelley Adams, Jenn Walter, Abbie Grafstein
Regrets: Mike Harris, Laura Lee Dam, Jasminka Klacar, Roxana Stanciu, Sarah Marsh
Don welcomed all to the meeting. A motion to pass the minutes from the meetings of September and
October was tabled, and passed.
1. Indicators Working Group – Update
?
Kim presented, on behalf of the Indicators Working group, the final draft of the Indicators being
presented to Council Monday November 26, 2007 for endorsement.
?
Kim and Sarah will be making this presentation to council, Shelley and Corina will be there for
support and assist with any questions.
?
The committee had a few clarification questions and suggestions on where descriptions could
be added. This document is a living document, and changes will happen to it regularly.
Alterations suggested at this point can be considered in the future, the document presented is
going to Council for endorsement, this does not mean it can’t change.

That the indicators be presented to Council for endorsement.
2. Plan for a Healthy Kitchener – Decision Making Lens
?
The committee reviewed the P4HK decision making lens. This lens is proposed as a first step
– the front lists questions staff can apply to reports moving forward, and the back entitled
‘Things to think about’, thoughts surrounding each question, different items within each, for
staff to consider further.

If Compass Kitchener is comfortable with the lens, Shelley will consult the internal staff group
to determine how to move forward.
?
Discussion took place inquiring if each staff report would be required to reference each
question listed, and it was thought that it is important for staff to consider each, however more
importantly all things should simply be in balance. It was thought that this should play a large
piece in the roll out to staff.
?
It was suggested that some wording could be strengthened using consider or take into account
rather than reflect or ensure, and balanced rather than responsible.
?
The ‘Things to think about’ can also reflect residents feed back wanting Kitchener to take a
leadership role in initiatives that are put forth at a regional level.

That the Healthy Community Lens be presented to Council for endorsement, and that Shelley
Adams discuss with staff to determine how to move forward.

3. Advisory Committee Review – Terms of Reference Approval
?
The committee reviewed the draft terms of reference.
?
A few minor changes were suggested surrounding the bi-annual advisory committee gathering
and wording.
?
KYAK and MACKS Committees were also suggested to be included, but since they both have
large strategies in the works right now, and since there are very much program oriented, they
will be considering how they communicate with Council as part of their strategy. Considering
each in the Advisory Committee Review would result in a duplication of effort. P4HK will be
considered by both KYAK and MACKS in their strategies.

Timelines are very tight with this project, and concern was shown that these will be going
before council before the Advisory Review Committee (ARC) gets the opportunity to review
changes. As a result, Shelley will consult with ARC again seeking approval of the recent
changes, prior to going to council for endorsement.

That the Terms of Reference for the Advisory Committee Review be presented to Council for
endorsement.
4. Community Engagement Strategy- Terms of Reference Approval

The committee reviewed the draft terms of reference.

It was noted that this strategy is actually not engaging the community, but rather about
studying, learning and teaching different methods of community engagement that the city of
Kitchener can utilize, including the creation of a tool kit.

This group will be creating an evaluation process; including high level indicators that will be

included in the Metrics going before council for endorsement on November 26.
?
It was clarified that approval of recommendations will come through Compass Kitchener to City
Council.

That the Terms of Reference for the Community Engagement Strategy be presented to
Council for endorsement.
5. Advisory Committee Gathering – December 8, 2007

The gathering has been moved from December 1 to December 8th at the Downtown
Community Centre from 9:am – 11:am
?
The agenda will include an update from each committee on what they have been working on

recently, information will be provided on the indicators going before council on November 26,
followed by a presentation on Kitcheners Downtown from Silvia Wright.
6. Environmental Committee’s Public Consultation Information

December 1 there will be a Public Consultation taking place at city hall with the Environmental
Committee.
?
Information has, or will be sent out shortly regarding it, please feel free to attend.

7. Citizen Engagement Forum in Guelph
?
We have received an Invitation from the City of Guelph on an upcoming forum on Citizen
Engagement. They have invited a member to attend and assist with the planning process
leading up to the forum.
?
The information will be sent out via e-mail. If anyone is interested with involvement please
contact Abbie.
8. Request for feedback regarding Green Transportation
?
Compass Kitchener received a letter from Mary Ann Wasilka regarding Green Transportation
and requesting what Compass Kitchener would suggest and recommend regarding the use of
local Environmentally Sustainable Municipal Infrastructure (ESMI) funds, specifically how the
group would prioritize 25% of the funds which is roughly one million dollars, to promote green
transportation in the City of Kitchener.

Any suggestions put forth by Compass Kitchener would then be taken to the Environmental

Committee at their meeting on December 13 with the hope that the recommendations would
demonstrate the necessity for increased funding for green transportation initiatives.
?
After discussion, it was the committee’s preference not to give a recommendation as it was felt
that it would be the Environmental Committee’s expertise to recommend anything in this
regard.
?
Jenn will provide response to Ms. Wasilka on the committee’s behalf.
