Subject: ON-STREET PARKING -DUMFRIES AVENUE
RECOMMENDATIONS:
That on-street parking be prohibited at anytime on the north side of Dumfries Avenue from
Stirling Avenue North to Krug Street; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Planning has received a request from a local resident to review the existing on-
street parking regulations on Dumfries Avenue from Stirling Avenue North to Krug Street.
At the present time, on-street parking is permitted on both sides of Dumfries Avenue from
Stirling Avenue to Krug Street for a maximum period of three (3) consecutive hours, as outlined
in the City of Kitchener Uniform Traffic By-law No. 2007-138.
REPORT:
Dumfries Avenue is designated as a local roadway between Stirling Avenue North and Krug
Street. The function of this section of Dumfries Avenue is to generally serve only the abutting
properties. This request specifically cited the problems created by on-street parking during special
events at the Kitchener Memorial Auditorium (KMAC), narrowing the effective roadway width and
restricting driveway access, thereby compromising safe two-way traffic flow. This in turn
jeopardizes pedestrian and traffic safety.
In order to take a proactive approach to traffic safety and address concerns that are a direct
result of vehicles parking on Dumfries Avenue, Transportation Planning delivered
questionnaires to the affected residents of Dumfries Avenue on October 16, 2007 asking them
for their preference regarding a proposal to establish "No Parking Anytime" on the north side
(even number side} of Dumfries Avenue from Stirling Avenue to Krug Street.
Questionnaires delivered: 55
In favour 26 (60.5% of responses)
Opposed 17 (39.5% of responses)
TOTAL 43 (78.2% response}
As indicated above, of the forty three (43) responding residents, twenty six (26) of forty three
(43) or 60.5% are in favour of the proposal to prohibit on-street parking at anytime on the north
side of Dumfries Avenue from Stirling Avenue to Krug Street.
Transportation Planning has, on occasions in the past with large events at the KMAC, prohibited
parking on one side of Dumfries Avenue, along with other area local streets, on a temporary
basis. Provision of this permanent regulation on Dumfries Avenue will help to maintain safe
traffic conditions.
Therefore, in the interest of traffic safety and to address the desires of the local residents,
Transportation Planning recommends that vehicles be prohibited from parking at anytime on the
north side of Dumfries Avenue from Stirling Avenue to Krug Street and that the City of Kitchener
Uniform Traffic By-law is amended accordingly.
FINANCIAL IMPLICATIONS:
The approximate cost for signing including installation, for the roadway is $500 and will be taken
from the existing sign maintenance budget.
