Subject: Permit Only Parking -Freeport Hospital Area
RECOMMENDATIONS:
That the `Permit Only Parking' program be implemented on both sides of the following
roadways in the Freeport Hospital area,
Lewis Crescent -Manor Drive (east leg) to a point 130 metres north thereof
Manor Drive -Morrison Road to a point 290 metres west thereof
Morrison Road -Grand River Boulevard to Manor Drive; and further
That on-street parking be prohibited at anytime on the north side of Manor Drive from a
point 65 metres south of Lewis Crescent to a point 30 metres south thereof; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Planning is in receipt of a petition from a number of residents of Morrison Road,
Manor Drive and Lewis Crescent to review the existing on-street parking regulations on the local
roadways in the immediate area of Freeport Hospital. This petition, signed by forty three X43) of
the local residents, has requested that the City of Kitchener implement a Permit Only Parking
program to resolve the problem of patrons and staff of the hospital parking on-street.
In May 2007, the residents of Morrison Road, Manor Drive and Lewis Crescent were surveyed
and were not in favour of the proposal to limit parking to one (1) hour from Monday to Sunday,
8:00 a.m. to 6:00 p.m. Currently, Transportation Planning continues to receive requests from
residents to review the parking regulations as on-street parking problems still exist.
At the present time, on-street parking is prohibited at anytime on the east side of Morrison Road
from King Street East to Grand River Boulevard and on the west side from King Street East to
Manor Drive. On Manor Drive and Lewis Crescent on-street parking is permitted on both sides
of these roadways for three (3) consecutive hours, as outlined in the City of Kitchener Uniform
Traffic By-law No. 2007-138.
REPORT:
Residents living in the vicinity of Freeport Hospital have experienced problems in regards to on-
street parking. This constant on-street parking, typically generated by employees of, and visitors
to the hospital, can inhibit proper access to/from residential driveways, negatively impact roadway
maintenance, along with reducing and/or eliminating on-street parking supply for visitors of these
local residents. Efforts to address this concern through enforcement of existing parking
regulations has not effectively addressed the problem
A letter was sent to the residents of Lewis Crescent, Manor Drive and Morrison Road on
November 28, 2007 asking them to provide input regarding a proposal to implement the Permit
Only Parking program. This program will allow for the issuance of two (2) Residential Visitor
Parking Permits, at no charge, to a section of single family households in the hospital area,
allowing visitors of residents to park on-street in designated Permit Only Parking areas, without
receiving a parking ticket. This Permit Only Parking program will allow residents to accommodate
visitor parking on-street, while eliminating all other on-street parking.
In order to maintain proper roadway maintenance, such as street cleaning and ploughing, and to
discourage permit abuse, permit holders will be required to honour the City-wide three ~3}
consecutive hour parking limit, and the winter December 1St -March 31St) overnight parking
prohibition. The Permit Only Parking program is proposed to be in effect seven (7) days per week,
24 hours per day.
Current on-street parking regulations in the Freeport Hospital area vary from street to street. The
intent of this permit program is to revise existing on-street parking regulations to establish
designated Permit Only Parking areas on roadways that can accommodate parking on street,
while maintaining safe traffic operating conditions. Therefore, the following sections of roadways in
the Freeport Hospital area are proposed to have the `Permit Only Parking' program implemented:
Lewis Crescent -both sides, Manor Drive (east leg) to a point 130 metres north thereof
Manor Drive -both sides, Morrison Road to a point 290 metres west thereof
Morrison Road -both sides, Grand River Boulevard to Manor Road
Also, based on input from the petition and to provide safe two-way traffic, on-street parking is
proposed to be prohibited at anytime on the interior curve at 28 Manor Drive.
Although, the Permit Only Parking program is proposed to be installed on selected sections of
roadways within the Freeport Hospital area, Transportation Planning will continue to monitor the
area for any required revisions, should the proposal be approved by Council.
Therefore, in the interest of traffic safety and to address the desires of the local residents,
Transportation Planning recommends that the Permit Only Parking program be implemented in
the Freeport Hospital area on selected sections of Lewis Crescent, Manor Drive and Morrison
Road, and, that on-street parking be prohibited at anytime on the interior curve at 28 Manor Drive.

COMMUNICATIONS:
All residents of the Freeport Hospital area have received notification regarding Transportation
Planning's proposal to implement the Permit Only Parking program on the selected streets of
Lewis Crescent, Manor Drive and Morrison Road.
The residents on roadways that are proposed to implement the Permit Only Parking program
will be, upon Council ratification, provided a letter outlining the conditions of Permit Only
Parking, along with the process to obtain their two ~2) Residential Visitor Parking Permits.
FINANCIAL IMPLICATIONS:
The approximate cost for signing including installation, for the roadway is $2000 and will be
taken from the existing sign maintenance budget.
