BACKGROUND The City of Kitchener, like many municipalities, recognizes that growth cannot continue unabated. This not only applies to the development of new residential subdivisions, but also to the supporting infrastructure of roads, parking facilities, and the associated impact on the environment. While the single occupant vehicle has been the norm, changes must be implemented through education, policies, programs, services and products that promote sustainable modes of transport. Numerous initiatives need to be developed, some of which will have incentives and disincentives to encourage the community to modify their travel choices. The purpose of this study is to develop a Transportation Demand Management Program (TDM) that will provide the basis for the City of Kitchener to positively influence travel mode choices, initially to and from the Downtown, but eventually city-wide. REPORT In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of J. McBride, Director, Transportation Planning, B. Sloan, Senior Planner, T. Konstantinidis, Supervisor, Parking Operations, R. Schirm, Supervisor, Crossing Guards, J. Woodhall, Transportation Demand Management Planner, Regional Municipality of Waterloo, and L. Gordon, Director of Purchasing. Expressions of Interest were requested from five (5) known consulting firms, advertised on the City of Kitchener web site and on the Internet through the Ontario Public Buyers Electronic Tendering Information System relative to this project. Documents were picked up by thirteen (13) interested parties. By the closing date of Wednesday November 14th, 2007, six (6) responses had been received. The Review Committee met on Friday November 23rd, 2007 to review the submissions. A shortlist of three (3) Consultants was selected for further interviews. The Review Committee met on Thursday December 6th and Wednesday December 12th to interview the shortlisted candidates. The Committee elected to award the project to UrbanTrans Consultants, Denver, Colorado, USA.
