HomeMy WebLinkAboutArts & Culture - 2002-11-12 ARTS AND CULTURE ADVISORY COMMi'rrEE Tuesday November 12~ 2002 - 4:00 p.m. CiTY OF KiTCHENER The Arts and Culture Advisory Committee met this date, chaired by Ron Green, with the following members present: IVlichael Galloway (Co-Chair), Glen Soulis, IVlartin DeGroot, Robyn Schuller, Nike Peng, Tsabella Stefanescu, Sher DiCiccio, Peter Hinchcliffe, Erina Harris, Don Chapman, Lori Palubeski. 1. WELCOME AND APPROVAL OF MINUTES FROM SEPTEMBER 2002 A motion was made by IVlichael Galloway to approve the minutes from the October meeting. All were in favour; carried. DELEGATION: Lucille Bish, Director of Community Services, Region of Waterloo and Regional Councillor, 3ean Haalboom .lean and Lucille attended to make a presentation and to gather feedback regarding the Arts, Culture and Heritage IVlaster Plan. A copy of the IVlaster Plan had been mailed to ACAC members prior to the meeting for review. · Lucille noted that revisions to the IVlaster Plan was undertaken by all cities in the Region to find out needs and gaps and what is the responsibility of the Region. · The report has been presented to and accepted by, Regional Council. Further public meetings will be held to gather recommendations and strategies for implementation following which another report will go to Council in early .lanuary with suggestions for an implementation strategy. · Hope to acquire funding to start implementation in 2003. · There is a need in our communities for help to form partnerships and facilitate communication. The IVlaster Plan is designed to help groups to develop themselves - to offer support in capacity-building. · Need to discuss how to form relationships with ACAC. · Don noted that progress is being made toward a cultural storefront- a one-stop shopping resource. A report will be submitted to Council in 4-6 weeks. Could develop regionally? The plan is to have the storefront open by Spring 2003. Don will keep ACAC advised of progress. · The region doesn't have a role in City programming. ACT[ON: Members were asked to forward comments to Lori via e-mail or a phone call, by November 22, for inclusion in a response to the Master Plan that is being prepared by City staff. 3.2 BUSINESS ARiSiNG Live-Work Space Update- isabella · A research trip to Toronto is planned on November 29 at 9am to see an artscape development. · .ludith IVliller Symposia on Arts - Symposia's continue with the latest one focusing on the literary arts. · DAC has requested that Tsabella make a presentation to their committee in the new year regarding the live/work space. CSC Report: A Sequel to Culture Plan - Lori · Lori talked with staff in Waterloo - Kitchener and Waterloo will be involved in each other's process (each city will draft its own culture plan). How does this fit with the Regional plan? · Lori noted that today's ACAC meeting is the last meeting of the current committee. New members will attend the December meeting. A sincere thanks to everyone who has been involved over the past year. \November 12/02 - ACAC Minutes ] ARTS AND CULTURE ADVISORY COMMITrEE Tuesday November 12~ 2002 - 4:00 p.m. 4.0 NEW BUSINESS 4.1 Victoria Park Strategic Plan - Lori Tnvitations were sent to various members of the community (including ACAC) to attend a strategic planning meeting for Victoria Park. The meeting takes place on Wednesday November 13 from 7-9:30 pm at Victoria Park Pavilion. 4.2 New Grant Process - Lori A report was presented to Community Services Committee and to Council. The grant process will change for 2004. 5.0 5.1 S.2 REPORTS PAWG Report - isabella (i) PAWG - % for Art · The group is developing an implementation strategy for % for Art and a selection policy regarding an art that is shown at City Hall. (ii) CAFKA · The next Contemporary Art Forum will be from September 20-28, the theme will be the 150 years of existence for Waterloo County. Access the website at www.contemporaryartforum.com for information. · CAFKA will make a presentation to CSC on November 18 to say thanks for seven years of support for their group. · The group has applied for a Canada Heritage Grant. · CAFKA is talking with area galleries such as Doon Heritage Crossroads, Cambridge, etc., to plan for joint programming during the Contemporary Art Forum. · PAWG responsibilities: suggest policy, advise staff, call for entries; doesn't make recommendations nor choose art. DAC Report- Mike Peng (i) Update re DAC · DAC is currently working on the downtown strategic plan. (ii) DAC Resolution/Preservation of Artifacts · A request was made to the Heritage Committee by members of the Cedar Hills Neighbourhood Association who want to preserve the water tower on St. George Street as part of the city's history. IVlaintenance costs for the water tower are very high. Tt was mentioned that public space is important and if the tower is removed, the space should be used as green space, not for erecting a building. · ACAC members felt that they require more information before endorsing this request as a resolution. ACTION: Lori to send correspondence to Randy Gosse informing him of ACAC's decision. \November 12/02 - ACAC Minutes 2 ARTS AND CULTURE ADV:[SORY COMM['ITEE Tuesday November 12~ 2002 - 4:00 p.m. 5.3 Staff Reports 5.3.1 Don Chapman (i) Word on the Street Don met with the National Director of Word on the Street and was advised that Kitchener will received funding for next year's event ($28-35,000). The event this year drew close to 8,000 people. Also, $37,000 is available to provide funding for a literacy program with an additional $18,000 for advertising. Don will keep ACAC advised of developments. (ii) Blues, Brews & BBQ's The event was well attended this year. Plan to have a 2-day event for next year - Friday August 16 from 6-11 pm and Saturday August 17 from 12 noon to 10 pm. By-laws are being drafted and plans are being developed for next year. (iii) Christkindl Market The market will run for 4 days this year (1 extra day) starting on Wednesday December 4 to December 8. (iv) Development of Plan for September 2003 As September is usually a busy month, staff is planning a marketing proposal to promote a variety of events occurring during the month. The proposal will be aimed at people living in the community who in turn, will encourage other family and friends to attend. Don noted that staff is involved in discussions regarding the arts and culture storefront. He will keep ACAC members updated on progress. 6.0 AD3OURNMENT/NEXT MEET:lNG The next meeting for the new 2002-2003 group will take place on Tuesday December 10 starting at 4:00 pm in the Schmaltz Room. \November 12/02 - ACAC Minutes 3
