HomeMy WebLinkAboutA&C - 2007-12-18 ARTS AND CULTURE ADVISORY COMMITTEE MINUTES Tuesday, December 18, 2007 CITY OF KITCHENER PRESENT: Jennifer Breithaupt, Alison Burkett, Councillor Kelly Galloway, Councillor John Gazzola (until 5:30), Sherryl Petricevic, Bill Poole, Suzanne Ronald, Cheryl York, Carrie Kozlowski. GUESTS: John Thompson and Kim Kugler, on behalf of the Memorial Cup Event REGRETS: Len Carter, Don Chapman, Paul Eichhorn, Lawrence McNaught, J.D. McGuire, Fitz Vanderpool, Jamie Vasey. 1.0 CALL TO ORDER: Jennifer Breithaupt Paul Eichhorn was contacted by telephone. He authorized Suzanne Ronald to act as his proxy for items being decided by vote at this meeting. 1.1 Approval of Agenda Under the agenda item 4.0, Information Items, Cheryl York added point 4.3 to the agenda: Report on Millennium Choral Organization Grant Request. Under the same agenda item, Bill Poole added point 4.4: Update on Technology and the Arts Event. A motion was made by Bill Poole to approve the agenda as amended. Suzanne Ronald seconded the motion. All were in favour; the motion was carried. The Committee then skipped ahead to item 2.2 as it awaited the arrival of the guests. 2.2Approval of November 20, 2007 Minutes nd The minutes of the November meeting require an amendment to item # 1.5, 2 paragraph. The first sentence should read, “Councillor Galloway explained that as a member of Kitchener Youth Action Council (KYAC) and a co-chair of the Arts and Culture Advisory Committee (ACAC), she has the opportunity to see the potential for a relationship between these two committees.” This sentence originally incorrectly referred to Councillor Galloway as the chair of KYAC. A motion was made by Alison Burkett to approve the minutes, amended as above. Bill Poole seconded the motion. All were in favour; the motion was carried. 1.2 Delegation: Two representatives of the Memorial Cup (John Thompson, Tournament General Manager and Kim Kugler, Manager, Kitchener Memorial Auditorium) provided background on the event planning so far. The Memorial Cup is a premiere hockey tournament of national scale, and will be a big event th for Kitchener’s sporting community. It will celebrate its 90 anniversary in 2008. The tournament moves across Canada and rotates regions for locales. The Cup was last held in our area 20 years ago. Kitchener will host the 2008 Memorial Cup Hockey Tournament at the Kitchener Memorial Auditorium Complex from May 16 to 25. The entire facility will be used for the event. The championship game will take place on May 25. The theme for the 2008 event is ‘Beyond the Ordinary’. In keeping with this theme, many committees of volunteers are already hard at work finding ways to make the Kitchener event extra special. SportsNet will air the games. However, coincidentally, the Word Hockey Championship takes place the same weekend in Quebec City. As a result, the time of the games will be dictated by TV scheduling. The Memorial Cup involves 6 hockey games; however, many events make up the Cup. 6,500 people will be at each game. Tickets are almost sold out. 87% of season ticket holders took a ticket package. 2000 tickets went directly to the Canadian Hockey League (CHL). The remaining tickets will be purchased and distributed by lottery. 1 December 2007 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE MINUTES Tuesday, December 18, 2007 CITY OF KITCHENER Volunteers filling leadership roles have already been appointed. There will be two volunteers per role so that there will be plenty of backup. There are already 60 volunteer assignments. Much of the work involves hosting the visiting teams and their families. Many events are lined up as part of the festivities. The potential exists to incorporate the arts into these events. Some events already have an arts/culture component. For example: MasterCard will host the opening banquet/gala on Thursday, May 15. A concert might ? be part of this event. A Canadian Hockey League exhibit will be installed. This exhibit will involve the pairing ? of grade five students from the regional public and separate school boards with teams. To encourage family participation, there will be a “Fan Fest Hockey House” including ? events for children (rides, inflatables). th As 2008 is the 90 anniversary of the Cup, part of the event will honour WWI Veterans in ? the celebration. To this end, there will be a military presence throughout the tournament. A Panthers baseball game is also in the works. ? A fireworks display is another possibility that volunteer committees are working on. ? The Roadbreakers road hockey tournament will be part of the event, with the ? organization of this tournament following the structure of the Memorial Cup (7 divisions and 4 teams). Stomping Tom Connors will be playing in Drayton, and there may be an opportunity for ? the players’ parents to attend the concert. Drivers will be familiar with the communities of the visiting players to better interact ? with them. SportsNet will sponsor a luncheon at the Centre in the Square for sponsors; this is the ? CHL awards ceremony. Although there is a Rangers Alumni game that evening, for all intents and purposes, this is the ‘day off’ from hockey MasterCard will host a Memorial Cup Golf Tournament at Whistlebear golf club on May ? 22 (Whistlebear donated use of course). Rangers Alumni will hold a golf tournament at Rockway. ? There will be a Mayor’s Brunch. ? 2.0 BUSINESS ARISING 2.1Memorial Cup Discussion: All Following the afternoon awards ceremony at the Centre in the Square, the Centre is hosting an evening concert (Pops). Perhaps the hockey folks looking for entertainment might be interested in catching this concert. The program where grade 5 classes from the regional school boards adopt a franchise/team is already a ‘cultural’ happening. 4,000 students will be bused to the Auditorium to see the CHL exhibit. This program has become part of the curriculum for grade 5 students in our area. The students will have passports that they will get stamped as they visit the various displays. There will also be tours of the auditorium available. The proposal call for public art to be installed at the Auditorium in time for the Memorial Cup closed on December 10, 2007. The selection committee met, but the meeting was inconclusive. The committee will reconvene in the New Year. John Thompson is interested in hearing the results/planning something to tie in with this initiative. 2 December 2007 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE MINUTES Tuesday, December 18, 2007 CITY OF KITCHENER One aspect where arts could be incorporated in the Memorial Cup is as entertainment. There is an opportunity for entertainment to be part of the opening gala/dinner, the awards ceremony, and the fan area/hockey house. When Vancouver hosted the Cup, they had John McDermott and a comedy troupe as (brief) entertainers. Perhaps ACAC could act as the Memorial Cup’s conduit to the arts/artists. During the Contemporary Art Forum of Kitchener and Area (CAFKA) event in 2007, a projection art piece using Christie Digital equipment (a Kitchener company) figured prominently. Something similar could be very appropriate for the Memorial Cup, and would be a way of incorporating the arts in the event that is ‘Beyond the Ordinary’. CAFKA has access to new media artists who do this work. An artist could be commissioned to do work with a hockey theme. The downtown hotels (Walper, Delta), City Hall, Centre in the Square, MacKenzie King Square, and the Auditorium are all possible external sites on which to project (as well as on the ice). It would require sponsorship from Christie Digital, and fees for an artist to produce the piece. Images/video could be projected. It could be simple or complex. The same piece could be used in multiple applications/locations, or a variety of pieces could be created. The City is considering acquiring the projection equipment from Christie. John Thompson was hoping to show the hockey games on projection screens for those without TVs in the corporate chalets on East Avenue. If the Rangers make it to the Championship, it is possible that the game could be shown at the Centre in the Square—no plans are currently being made, this would be an ad-hoc arrangement. During the CHL awards ceremony at the Centre in the Square, it might be possible to project something subtle while the equipment is not being used to show the bio vignettes of the nominees. At the Auditorium, sponsors advertise on the score board screens. Media artists could be commissioned to create content for the sponsors to display. At CAFKA, Stelarc, an international video performance artist, brought in a talking head to interact with attendees. It was 14’ high and can carry a conversation. It cost $10,000 to bring in the piece. Suzanne Ronald can provide more information. Action: Suzanne Ronald and John Thompson to connect off-line about these possibilities. John Thompson to link CAFKA to Adam who does the video for the Rangers. Other options to involve the arts in the Memorial Cup include: a fashion show ? comedy/performances to entertain the crowd during commercial breaks ? Buskers would be appropriate in the family fun area, and outside the auditorium before ? events. Other events/sites and features in the community could be promoted to visiting families as entertainment. Families of players will have ‘hosts’ to help line up tours and suggest sites and activities to see. The Children’s Museum, Doon Heritage Crossroads are possible. The KDBA is involved in creating a midway/carnival atmosphere downtown during the Cup. It is important to the Memorial Cup Organizing committee that all the events be ‘top-notch’. There is an opportunity for ACAC to provide/recommend jury members to judge student entries in a ticket design contest for children. The Memorial Cup is looking for a sponsor to promote a national contest to design the images (6) to be printed on the tickets for the games for youth 16 and under. The prize will be a trip to the game. A representative of the contest sponsor should be on the jury. 3 December 2007 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE MINUTES Tuesday, December 18, 2007 CITY OF KITCHENER An annual high school art competition sponsored by the KW Art Gallery takes place each May. Perhaps it could be possible for the topic of this competition to be ‘Beyond the Ordinary’. A military memorial or hockey theme could be used. Action: Alison Burkett to discuss the possibility of pursuing the theme of ‘Beyond the Ordinary’ for the High School Art Competition with the KW Art Gallery. It would be beneficial if downtown retailers in both Kitchener and Waterloo could support the Memorial Cup event by creating related window displays. Displays like these really show that the community has embraced the event. ACAC has links to the arts community and is therefore equipped to direct the Memorial Cup committee to artists/visual performers/buskers to meet their needs. Action: Staff to send a link to the Regional Cultural Directory to John Thompson, and a hard-copy of the directory to Kim Kugler (done). Action: Staff to approach the City’s Special Events department for recommendations on appropriate performers/buskers and send John Thompson a short list. Action: Carrie Kozlowski to forward ACAC contact list (done) and minutes of this meeting to John Thompson as a record of discussion. Action: Kim Kugler and Suzanne Ronald to discuss off-line the possibility of having an artist create a short media piece about picking up litter at the event. Action: ACAC to consider John Thompson’s invitation to send 1-2 ACAC representatives to attend and present the committee’s ideas at a Memorial Cup meeting on Thursday, January 24 at 6:00 at the Auditorium in the Don Cameron room. 2.3 Council Report: Councillor Kelly Galloway The Nuisance Bylaw has been passed. 2.4 Public Art Working Group (PAWG) Report: Suzanne Ronald ACAC is to consider passing a motion to support/endorse PAWG’s recommendation for acceptance of Paul Roorda’s (the 2007 City of Kitchener Artist-in-Residence) work entitled ‘Paper Memory’ into the City’s collection. This is a work of two-dimensional mixed media that is approximately 4’ x 5’. It is a historical examination of K-W and it references a quilt using small envelopes (Suzanne Ronald read the artist’s statement). If accepted, the artist will receive $5,000. The process for acceptance is as follows: PAWG accepts, then to ACAC for consideration. If ACAC accepts, then report goes to Council. Motion: A motion was made by Alison Burkett, seconded by Suzanne Ronald, that ACAC support PAWG’s recommendation for acceptance of Paul Roorda’s work, ‘Paper Memory’. All in favour, motion carried, with Suzanne Ronald casting a proxy vote for Paul Eichhorn. 3.0 NEW BUSINESS: None 4 December 2007 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE MINUTES Tuesday, December 18, 2007 CITY OF KITCHENER 4.0INFORMATION ITEMS 4.1 Status of Advisory Committee Review: J.D. McGuire No update, J.D. McGuire absent. 4.2 Youth Membership on ACAC Progress Report: Cheryl York Letters have been sent to the Public and Catholic School Boards regarding youth participation on ACAC. Responses have not yet been received. According to the Youth Co-ordinators (Janice Ouellette and Marla Pender), it is important for youth to have a role and an objective if they are to participate in ACAC meetings. Bus tickets should be provided to assist any youth attendees, especially if adult counterparts on the committee receive parking passes. One of the youth spectators (a Political Sciences student from Wilfrid Laurier University) at the last ACAC meeting expressed an interest in joining the committee. Devon, a member of KYAC, might be willing to attend the next ACAC meeting. 4.3Millennium Choral Organization Grant Request: Cheryl York At the last ACAC meeting, the committee passed a motion to support the Millennium Choral Organization’s $5,000 grant application with the advice that the organization carefully consider the implications of changing its venue while facing a deficit in 2008. The organization took the committee’s advice (will be performing in church halls rather than the Centre in the Square), and as a result, has reduced its grant request to $2,400. On January 7, 2008, the amended report indicating support for the grant request of $2,400 will go to the Community Services Committee. 4.4Update on Technology and the Arts Event: Bill Poole This event will take place on May 9 & 10. A ‘Call for Session Proposals’ is now available, with a deadline of January 21, 2008. The sessions will be organized in two streams (Frontline Heritage and Culture, and Behind the Scenes). There will be 5 sessions of 1.5 hours a day. There will be 4-5 ‘hands-on’ sessions to learn techniques. 5.0FUTURE AGENDA ITEMS/COMMITTEE WORK PLAN: Jennifer Breithaupt 5.1 World Religions Conference: Delegation attending January 15, 2008 meeting. 5.2 Advisory Committee Review: 1 hour focus group run by Shelley Adams during the January 15, 2008 meeting. 5.3 Discuss Terms of Reference Review and addition of youth member: January 15, 2008 meeting. 5.4Culture Plan II Update 5.5 Prosperity Council’s Creative Intersections: Deferred until February, 2008.
