ARTS AND CULTURE ADVISORY COMMITTEE

1.0 DISCUSSION ITEMS
1.1 Welcome
Jennifer welcomed Ingrid Pregel, the new Manager of Cultural Development, and ACAC
members to the June meeting.
1.2 Approval of Agenda
A motion was made by Jamie Vasey, seconded by Bill Poole, that the “revised agenda”, as
circulated, be approved. All were in favour; the motion was carried.
2.0 INFORMATION ITEMS/UNFINISHED BUSINESS/OTHER BUSINESS
2.1 Reporting and Committee Structures – Jennifer Breithaupt
Jennifer drew members’ attention to the mandates of ACAC and PAWG as shown in the
Orientation binder given out at the February meeting. The roles described in the reference
documents indicate the respective committee approval processes for bringing business forward
to CSC and to Council.
2.2 Council Report – Kelly Galloway
2.2.1 King Street Master Plan – Out of the various concepts suggested from the first phase, the
“Pedestrian First” design with a focus on creating a great place to which people would
come, was the most popular. Further public consultation will be done over the coming
months.
2.2.2 The Kitchener Market – Council endorsed further investigation of an Arts and Culture
“incubator, and grocery/retail space for a week-long market.
2.2.3 Artist-in-Residence – A review of this program will be conducted, including looking at
having it at the Kitchener Market. As well, the commission of last year’s AIR, Phil Irish,
was approved at Council.
2.2.4 Sign By-Law – This item was deferred at Council.
2.2.5 Added Item:
Update from Special Events – Don Chapman

Staff is in the process of developing guidelines for banners in the Downtown. The
policy will recommend that 20% of the banner be designated for corporate
recognition.

Tapestry received a grant from Department of Canadian Heritage.
?
The Fall/Winter version of the special events brochure will be available late
August/early September.

2.4Public Art Working Group Report: Hanson Avenue Competition – Suzanne Ronald

The model of the art submission by Al McKay, local artist and Curator at the K-W Art
Gallery, to the recent art competition for the Hanson Avenue Athletic Complex, was on
display for ACAC members. The winning entry, which details three interpretations on a
theme reflecting activities that are going on in the centre, has been approved by PAWG and
if accepted by ACAC, will go to Council in August.

Members discussed the proposal and agreed to support the selection as this is a juried
selection of an artist’s conception. Criteria were already applied to it by an appointed
jury.
A motion was made by Bill, seconded by Alison, that ACAC support the selection
committee’s choice for the public art exhibit at the Hanson Avenue Athletic Complex. All
were in favour; the motion was carried.
2.5New Community Services Staff, Arts and Culture Unit – Cheryl
Ingrid Pregel was introduced as the new Manager of the Arts and Culture unit. Ingrid shared
her vision of building on what is already taking place and moving forward to contribute to the
arts and culture community in Kitchener.
2.6Cultural Relationships Mapping Workshop – Jennifer

Jennifer observed that particular questions were reviewed and discussed during the June 1
workshop: How do we network and how do we avoid duplication? The next steps include
determining indicators for performance, looking at funding, discussing imports and exports
artistically and compiling a database.
2.7Culture Plan II External Implementation Team – Staff

Cheryl reviewed the minutes (circulated) of the meeting held May 25, 2007 at which the
approved 2007 Arts/Culture budget was announced by Ann Pappert, General Manager of the
Community Services Division.
2.8Cultural Development Committee, Waterloo – Bill Poole
During the City of Waterloo’s recent re-evaluation of its committees and their structure, the
CDC was renamed and will be known as the “Arts and Culture Advisory Committee” from
hereon in. The current group (CDC) will meet in July and will start meeting as ACAC in
September. A new Terms of Reference will be drafted by the end of December.
2.9 Members’ Information Items - All
A roundtable was conducted to hear member’s news.
2.10 Prosperity Council’s “Creative Intersections” Meeting, June 11 2007
A motion was made by Jamie, seconded by Bill to defer this item to the next ACAC meeting.
All were in favour; the motion was carried.
3.0 MINUTES
3.1 Approval of the Minutes of May 15, 2007
A motion was made by Jamie, seconded by Bill, to accept the minutes as submitted. All were
in favour; the motion was carried.

A motion was made by J.D., seconded by Alison, to adjourn the June meeting. The next
meeting will be held on September 18, 2007 in the Schmalz Room, Kitchener City Hall, starting
at 4:00 p.m.
