AMENDMENT TO CITY OF KITCHENER ATHLETIC
AWARDS CRITERIA
RECOMMENDATION:
That point a) under Section 2 (Criteria) of Council Policy 1-45 (Sports Award Banquet) be
replaced with the following:
a) The athlete or team place first in a Provincial or National Championship/Games
sanctioned by a recognized Canadian, Provincial or National sport governing
body. All members of the team will be recognized regardless of residency; and,
That the following be added as a new point b) under Section 2 (Criteria) of Council Policy
1-45 (Sports Award Banquet) with the letter sequencing of the existing points b) to h)
being adjusted accordingly:
b) The athlete or team place first, second or third in an International
Championship/Games sanctioned by a recognized sport governing body. All
members of teams representing Kitchener will be recognized regardless of
residency. For Regional or National compilation teams, only residents of
Kitchener will be recognized; and,
That these changes to Council Policy 1-45 (Sports Award Banquet) take effect for the
2007 Sports Awards hosted March 4th 2008.
REPORT:
During 2006 and 2007 the City of Kitchener through the Athletics Division received several
requests to amend the criteria for the Annual Athletic Awards. These requests revolved around
acknowledging the achievements of athletes who have won bronze and silver as well as gold
(current practise) at the international level. The rationale revolved around the perception that a
Bronze at a world championship or the Olympics is significantly higher profile compared to a
Provincial or National gold medal. The standards by which difficulty can be understood include
time standards, distance performance measures, or judged degrees of difficulty just to qualify
for international events.
Making this change to the Awards Policy will honour an average of 3 to 10 more athletes each
year.
Council is currently familiar with recognition for these international athletes through
acknowledgement at Council sessions. By including them in the Athletic Awards, it will give
Council a venue to congratulate these athletes formally and provide them with a deserving
award and dinner.
Please be advised that Council Policy 1-45 (Sports Award Banquet) has been attached as
Appendix 'A" to this report.
FINANCIAL IMPLICATIONS:
There are no financial implications. The inclusion of these athletes can be achieved within the
current budget structure for the event.
CONCLUSION:
That Council pass a motion to change the criteria outlined in policy 1-45 to include Athletes who
have achieved a bronze, silver or gold at an International Championships or Sanctioned Games.

SUBJECT: SPORTS AWARD BANQUET
CITY OF KITCHENER
ATHLETIC AWARDS
1. Purpose
To recognize Kitchener athletes who have achieved a provincial or better
championship.
2. Criteria
a) The athlete or team must place first in a provincial, national or
international championship/games sanctioned by a recognized
Canadian, Provincial or National sport governing body. All
members of the team will be recognized regardless of residency.

b) The athlete must be a member of a Kitchener sport organization (or
a member of an Ontario, Provincial or Canadian National team)
which is affiliated with a recognized Canadian Provincial or National
sport governing body.
c) All individual event winners must have their principal residence in
the City of Kitchener. Non-residents who are members of a
Kitchener team (and make a contribution to the team victory) are
eligible also.
d) Kitchener residents who participate on teams in other municipalities
are not eligible unless there is no such similar organization in
Kitchener.
e) The athlete must be of amateur status.
f) Activities involving motorized vehicles under the control of the
individual are NOT eligible.
g) Each eligible athlete/team may include up to three additional award
recipients (coaches or managers).
h) University, Community College or High School teams or athletes
will not be recognized.

3. Submission
All application forms must be submitted to Kitchener Parks & Recreation
by the second Friday of January, annually.
4. Selection
A Review Committee composed of one elected official, one community
sport representative, and one Parks & Recreation employee shall review
the applications for recognition by the City of Kitchener to determine the
eligibility of athletes.
5. Presentation
The Awards Banquet will be held during the second week of February,
annually.
