Subject: Doors South Sewage Facility Schedule `B' Class Environmental
Assessment
RECOMMENDATION:
That Council waive its normal procedure for the selection of Engineering Consultants and that
the City retain KMK Consultants Limited as the Engineering Consultant to undertake a Schedule
`B' Class Environmental Assessment (EA} for the Doors South Sewage Facility. This study will
include identification of the appropriate location of the Doors south pumping station, the
alignment of the force mains and gravity sewers as required.

That Council authorize the Mayor and Clerk to execute an Engineering Agreement for the
provision of professional engineering services between the City of Kitchener and KMK
Consultants Limited at a total cost of $130,900 excluding applicable taxes for completion of the
Doors South Sewage Facility Schedule `B' Class Environmental Assessment upon receipt of the
necessary funds from Monarch Construction Limited who are providing front-end financing for
this project in exchange for development charge credits;

That Council authorize the Mayor and Clerk to execute a Development Charges Credit
Agreement with Monarch Construction Limited in respect of Monarch Construction Limited's
payment of the costs of the Doors South Sewage Facility Schedule `B' Class Environmental
Assessment.
REPORT:
The City received a written request from Monarch Corporation on January 19, 2006 to enter into
Development Charge Credit agreement with City to undertake the Doon South Pumping Station
Class EA. At that time City deferred the request because the Upper Blair Creek Functional
Drainage Study (UBCFDS) was not yet complete.
Further, the City received a request from Monarch Construction Limited to retain KMK
Consulting Limited as our engineering consultant to undertake the aforementioned Class EA.
The Doors South Community Plan and related official plan amendment, zoning by-law
amendment and draft plans of subdivision applications are currently with the Ontario Municipal
Board for approval and the Doon South Sewage facility Class EA is required to establish the
wastewater strategy to service these areas.
KMK Consultants Limited has already undertaken extensive preliminary work in this area for
Monarch Construction Limited. Further, KMK completed the Upper Doon Sewage Pumping
Station Service Area Expansion Study in 1998. In addition, KMK have extensive engineering
expertise to complete this project.
FINANCIAL IMPLICATIONS:
The Doon South Sewage Facility is an identified item in the Development Charges By-Law,
2004-156. Monarch Construction Limited has agreed to finance the cost of the Class EA to
advance the timing for completion of same; accordingly, the contributing developer will receive
credits towards their applicable Development Charges at the time of Building Permit application,
in accordance with the polices and procedures in place at that time.
CONCLUSION:
In order to guide growth within the limits of this development area, it is necessary to initiate this
Class EA at this time.
