BACKGROUND: OPA 58 was adopted by the City of Kitchener in 2005, and forwarded to the Regional Municipality of Waterloo for approval. The Region proposes certain modifications to the amendment, and requests City input before approving. REPORT: Upon completion of the Cedar Hill Land Use and Social Environment Study, the City of Kitchener adopted amendments to its zoning by-law and official plan. The zoning amendment was appealed to the OMB by several parties. The official plan amendment is awaiting a decision approval, refusal, or modification and approval} by the Region. Regional staff have proposed certain modifications amendments to the OPA. City Planning staff have reviewed the proposed modifications and have no objection. In addition we have met with members of the Cedar Hill Neighbourhood Association Executive, who have considered the matter and agreed that they too have no objection. The proposed modifications are listed in the draft Regional report PW-CA-05-031, which is attached for reference. That draft report lists the modifications, includes explanation for them, and provides a revised draft of the OPA showing the deleted and inserted text. FINANCIAL IMPLICATIONS: No capital budget implications are associated with this recommendation. COMMUNICATIONS: None required. A copy of this report will be circulated to all members of the Cedar Hill Study steering committee, and to all parties who appealed the zoning by-law. CONCLUSION: Staff recommend that the City has no objection to the proposed modifications.
