U Td~ }- A .o RECOMMENDATION: That demolition control application DC07/07/K/BB requesting permission to demolish the Old Doctor's Residence (identified as building #2. above) on lands described municipally as 3570 King Street East Freeport Hospital) and legally described as Plan 987 Pt Lot 1; Plan 999 Pt Lot 1; Beasely's Old Survey Pt Lot 12, be approved, unconditionally. REPORT: Freeport Hospital is proposing an addition to the "Grand River Terrace" portion of Freeport Hospital has shown on the attached site plan under Appendix "A") which will result in the demolition of the Old Doctor's Residence commonly referred to as the Research House). In spring 2007, apre-application site plan meeting was held to discuss the proposed addition to the hospital. The initial site plan concept called for the removal of both the Old Doctor's residence and Old Superintendent's residence. However, the City's Heritage Planner expressed concern with this proposal as he identified these structures along with Old Nurses' residence as being of significant heritage interest. Consequently he requested that a Heritage Impact Assessment (HIA) be prepared and submitted for approval, prior to site plan submission. A Heritage Impact Assessment (HIA) was undertaken in October 2007 and it made a number of recommendations which are outlined in detail in the attached memo under Appendix "B" prepared by the Coordinator of Cultural Heritage Planning Essentially, the NIA recommended Option #2, which is the retention of the Old Superintendent's residence; demolition of the Old Doctor's residence but the residence be commemorated in the building addition and that the proposed interface treatment between the Old Nurse's residence and Grand River Terrace be improved. The NIA recommendations have been endorsed by the Co-ordinator of Cultural Heritage Planning and Grand River Hospital Corporation. A site plan application ~SP07/162/K/BB) was subsequently submitted in November 2007 and at the Site Plan Review Committee meeting held on December 19, 2007, the plan was approved "in principle" incorporating conditions of site plan approval as outlined in the Co-ordinator's of Cultural Heritage Planning memo. A copy of the meeting minutes are attached as Appendix "C". Construction is expected to commence in Spring 2008. The purpose of demolition control is to maintain residential properties within the municipality and to prevent their premature or unjustified removal. In this case, Grand River Hospital intends to obtain a building permit for the addition and begin construction in early 2008; however, Planning staff advise that from past experience, demolition is not always followed by timely redevelopment, even if a building permit is proposed. In cases where a building permit to redevelop is proposed, Planning staff have typically imposed a condition of demolition control approval requiring the owner to obtain a building permit and site plan approval. Upon satisfaction of these conditions, a demolition permit may be issued subject to a significant fine if reconstruction has not been significantly completed within 2 years. The imposition of this condition has, in certain cases, led to the owner not proceeding with demolition until favourable timing, and hence, the retention of a derelict building. For this reason, Planning staff advise that this condition should not always be imposed. The proposal should be evaluated to determine whether demolition leading to a vacant site is preferred over the retention of a derelict building. Planning staff have considered this case and are of the opinion that the proposed demolition is justified. SUMMARY: Planning staff are satisfied that the proposed demolition is justified. As such, Planning staff recommend that demolition control application DC07/07/K/BB, requesting permission to demolish the Old Doctor's residence on lands municipally addressed as 3570 King Street East and legally described as Plan 987 Pt Lot 1; Plan 999 Pt Lot 1; Beasely's Old Survey Pt Lot 12, be approved unconditionally. FINANCIAL IMPLICATIONS: None. COMMUNICATIONS: Preliminary circulation of the demolition control application was undertaken on November 27, 2007 to all departments/agencies. There were no comments received.
