CITY-INTIATED "HOUSEKEEPING" AMENDMENTS -
UTILITY TRAILERS
RECOMMENDATION:
That further to the Housekeeping changes (ZC 07/19/COK/SR} approved by Council on
December 10, 2007, that regulations concerning utility trailers, be approved in the form shown in
the attached "Proposed By-law", dated January 10, 2008, without conditions.
BACKGROUND:
The City of Kitchener Zoning By-law 85-1 was amended in December 2007 to address
"housekeeping" improvements or clarifications. At that time, the proposed by-law included
regulations for utility trailers; however it was determined that further review was required for the
regulation and this item was removed as requested by Council Weylie. After further review,
staff has updated the proposed regulations as attached.
REPORT:
City Enforcement staff regularly receive complaints regarding the storage of utility trailers on
front lawns and side yards abutting streets on residential properties. The current Zoning By-law
does not contain restrictions on the parking or storage of utility trailers and the proposed
regulations will ensure that staff can enforce regulations for the parking or storage of utility
trailers in order that they do not adversely affect the streetscape of residential neighbourhoods.

COMMUNICATIONS:
Notice of the public meeting that was held by Committee of Council dealing with Development
and Technical Services matters on December 3, 2007 was advertised in The K~JV Record on
November 9, 2007 concerning the Housekeeping By-law. The Waterloo Region Home Builders
Liaison Committee was advised of the changes concerning dwellings at their November 16th
meeting. In early January 2008, the General Manager of Development and Technical Services
was consulted regarding the proposed regulations for utility trailers.
