Gilchrist, Committee Administrator DTS-08-023 - DOON SOUTH PUMPING STATION ENVIRONMENTAL ASSESSMENT - CONSULTANT AWARD This report was withdrawn from the agenda. DTS-08-007 - OFFICIAL PLAN AMENDMENT 58 (CEDAR HILL AREA) -CITY INITIATED - UPDATE ON PROPOSED MODIFICATIONS BY REGIONAL MUNICIPALITY OF WATERLOO The Committee considered Development and Technical Services Department report DTS-08-007, dated January 10, 2008, recommending that the City has no objection to the proposed modification to Official Plan Amendment 58 as proposed by the Regional Municipality of Waterloo. The Committee considered two written submissions in opposition to this Municipal Plan Amendment 58, one from Mr. P. Dowling, Project Manager, Homecoming Community Choice Coalition, and the second from Ms. M. Truemner, Acting Director of Legal Services, Advocacy Centre for Tenants Ontario. On motion by Councillor G. Lorentz- it was resolved: "That the modifications to Official Plan Amendment 58 (Cedar Hill Area} as proposed by the Regional Municipality of Waterloo, as appended to Development and Technical Services Department report DTS-08-007, be accepted." DTS-08-018 - DEMOLITION CONTROL APPLICATION DC 07/07/K/BB - 3570 KING STREET EAST -GRAND RIVER HOSPITAL CORPORATION (FREEPORT HEALTH CENTRE} The Committee considered Development and Technical Services Department report DTS-08-018, dated January 20, 2008, recommending approval of this application to permit the demolition of the Old Doctor's Residence at 3570 King Street East. The Committee also considered the written submission of Mr. R. Gutsell, Parkin Architects Limited, dated January 22, 2008, in support of the draft report DTS-08-018. On motion by Councillor B. Vrbanovic - it was resolved: "That Demolition Control Application DC07l07/K/BB requesting permission to demolish the "Old Doctor's Residence" Grand River Hospital, Freeport Health Centre, on lands municipally known as 3570 King Street East and legally described as Part Lot 1, Plan 987 and Part Lot 12, Beasley's Old Survey, be approved without conditions." DEVELOPMENT & TECHNICAL SERVICES COMMITTEE MINUTES JANUARY 28, 2008 - 9 - CITY OF KITCHENER 4. DTS-08-009 - ZONING BY-LAW -HOUSEKEEPING AMENDMENT -UTILITY TRAILERS The Committee considered Development and Technical Services Department report DTS-08-009, dated January 17, 2008, recommending approval of the regulations concerning utility trailers as shown in the proposed by-law attached to the report. Mr. Willmer explained the proposed by-law amendment, noting the intent of the amendment is to ensure that utility trailers are not stored on front lawns or in side yards abutting a street. He noted that if a side yard abutting a street is screened by way of a fence, then a utility trailer could be stored in such a side yard. Ms. H. Schramek was in attendance to request that regulations be included in this by-law amendment to require screening of these utility trailers, or that a separation distance between these trailers and the common side lot line with an abutting neighbour be imposed. She explained the difficulties she has experienced with her neighbour's boat trailer and large snowmobile trailer. Mr. S. Turner advised that at this time there is no requirement to screen utility trailers. He advised that he would be prepared to work with Mr. Willmer in this regard, and to submit a report on the possibility of screening for utility trailers and/or a requirement for distance separation for side lot lines. Following a brief discussion by Committee members, Councillor Vrbanovic suggested that consideration of this recommendation be deferred to next week's Council meeting, and staff submit a report at that time dealing with conditions for screening and/or side yard requirements. On motion by Councillor B. Vrbanovic - it was resolved: "That consideration of the following recommendation from Development & Technical Services Department report DTS-08-009 - (Zoning By-law -Housekeeping Amendment - Utility Trailers} be deferred and referred to the Council meeting of February 4, 2008, pending receipt of a staff report concerning requirements to screen these utility trailers and/or provide a distance separation from side lot lines: `That further to the housekeeping changes identified in Zone Change Application ZC 07/19/COK/SR, approved by Council on December 10, 2007; that regulations concerning utility trailers be approved in the form shown in the "Proposed By-law", dated January 10, 2008, attached to Development and Technical Services Department report DTS-08-009, without conditions."' 5.
