Subject: T07-091 - #89 Joseph Street Site- Remediation
RECOMMENDATION
That to-nder T07-091, #89 Joseph Street Site- Remediation, be awarded to Quantum Murray LP,
Toronto, Ontario at their tendered price- of $1,123,500., including provisional items and
contingencies of $80,550. and G.S.T., and further that the- Mayor and City Clerk be authorized to
exe-cute- an afireement satisfactory to the- City Solicitor.
BACKGROUND
The- City of Kitche-ner, over the- past two years, has undertaken the- remediation of coal tar impact
soils associated with the- former coal gasification plant that was located and operated from the
e-arty 1880's to late- 1950's at the- 44 Gaukel Street site.
As part of the- remediation, extensive rovestigation, to-sting and removal was completed on the
municipal right-of-way and at the- 44 Gaukel Street site.
The- analysis and rove-stigation has concluded that the last component of this remediation project
rewires an abandoned storm sewer located on the- 89 Joseph Street property and adjacent to the
rear yards of se-venal properties on Richmond Avenue be removed and decommissioned.
REPORT
Te-nders were- advertised publicly in The- Re-cord, on the- City of Kitche-ner website and on the
Internet through the- Ontario Public Buyers Electronic Tendering Information System.
Twenty-nine (29) potential bidders picked up to-nder documents, and by the- closing date- of
Thursday January 24t~~, 2008, five- (5) to-nders had been received.
The- to-nders were- reviewed by R. Fedy, Frontline- Environmental Inc., the- City's Consultant for
the- project, and J. Witmer, Director of Operations, who concur with the- above- recommendation.
