Report To: Mayor Carl Z~hr & Members of Council Date of Meeting: 2008-02-04 Prepared By: Larry Gordon Date of Report: 2008-01-29 Report No: SIN 08-016 Subject: T07-091 - #89 Joseph Street Site- Remediation RECOMMENDATION That to-nder T07-091, #89 Joseph Street Site- Remediation, be awarded to Quantum Murray LP, Toronto, Ontario at their tendered price- of $1,123,500., including provisional items and contingencies of $80,550. and G.S.T., and further that the- Mayor and City Clerk be authorized to exe-cute- an afireement satisfactory to the- City Solicitor. BACKGROUND The- City of Kitche-ner, over the- past two years, has undertaken the- remediation of coal tar impact soils associated with the- former coal gasification plant that was located and operated from the e-arty 1880's to late- 1950's at the- 44 Gaukel Street site. As part of the- remediation, extensive rovestigation, to-sting and removal was completed on the municipal right-of-way and at the- 44 Gaukel Street site. The- analysis and rove-stigation has concluded that the last component of this remediation project rewires an abandoned storm sewer located on the- 89 Joseph Street property and adjacent to the rear yards of se-venal properties on Richmond Avenue be removed and decommissioned. REPORT Te-nders were- advertised publicly in The- Re-cord, on the- City of Kitche-ner website and on the Internet through the- Ontario Public Buyers Electronic Tendering Information System. Twenty-nine (29) potential bidders picked up to-nder documents, and by the- closing date- of Thursday January 24t~~, 2008, five- (5) to-nders had been received. The- to-nders were- reviewed by R. Fedy, Frontline- Environmental Inc., the- City's Consultant for the- project, and J. Witmer, Director of Operations, who concur with the- above- recommendation. Cambridge, ON $1,151,436.56 ~Iazco Environmental Services Calgary, AB $1,159,568.15 Nigh Point Environmental Inc. Toronto, ON $1,338,973.00 FINANCIAL IMPLICATIONS Funding will be provided from Index 880141 -Site- Remediation - 44 Gaukel Street. REVENUES Contribution from Gas Move- Ontario Funding Land Sales (Projected) Rental Revenue, Net of Expe-nses Other Reve-noes TOTAL $10,004,743. $ 533,912. $ 2,000,000. $ 53,446. $ 1,600,000. $14,192,101. There is also a revenue line- (Land Sales Projected) that is to be-used against the project, if the- 44 Gaukel Street property is sold.
