BACKGROUND Engineering Services wishes to proceed with the reconstruction of Water Street North from Duke Street to Victoria Street and Francis Street North from Duke Street to Water Street. The infrastructure has reached the end of its' useful life and is in need of replacement. The project involves the replacement of all underground services and surface works including road, curb and gutter and sidewalk. Streetscape elements such as pedestrian level lighting, decorative planters and impressed concrete are included in the work on Water Street between Duke and Weber. Improved lighting will be incorporated throughout the project and a cul-de-sac with additional parking will be created at the end of Francis Street. REPORT Tenders were advertised publicly in The Record, The Daily Commercial News, on the City of Kitchener website and on the Internet through the Ontario Public Buyers Electronic Tendering Information System. Seventeen (17) potential bidders picked up tender documents, and by the closing date of Thursday, December 20th, 2007, seven (7) tenders had been received. Arithmetic errors in the tenders submitted by Clearway Construction Inc. and Bel-Air Excavating & Grading have been corrected as shown below. The tenders were reviewed by D. McLeod, McCormick Rankin Corporation, the City's Consultant for the project, and S. Allen, Manager Engineering Design and Approvals, who concur with the above recommendation.
