Subject: Request for Prequalification of General Contractors
RECOMMENDATION
That Council approves the request from Engineering Services to proceed with a prequalification
process to select a minimum of seven General Contractors to be used for Tender T08-015, Road
and Streetscape Construction, King Street, Frederick/Benton Street to Francis Street and
Speakers Corner.
BACKGROUND
The King Street Streetscape Project has generated a high degree of public interest and
involvement and the objective is to construct a higher quality street, one that is unique in
many ways. The project will be completed over the next two years and will require a contractor
that has handled sensitive projects with a customer service oriented approach.
In this specific case, staff is concerned with ensuring that the best quality work is completed and
that some contractors may not suitable to take on such a project. Considering only the lowest
price does not ensure quality and may cost the City more in the long run, due to additional extra
work being claimed for by the contractor and associated project delays.
The prequalificationprocws will reduce the risk associated with hiring contractors that under-bid
the work in order to attain it and helps to ensure that only value-added contractors are considered
during the bidding process. Contractors will be evaluated by the City's consultant to ensure that
they have the ability to perform the proposed work, clearly demonstrating effective and efficient
construction project delivery experience. It is important that the City prequalify contractors in
order to ensure that only suitable candidates will be considered prior to the bid submission.
FINANCIAL IMPLICATIONS
There are no financial implications to the prequalification process. Tenders will be selected from
all seven prequalified General Contractors.
