Management Standard Operational Plan
RECOMMENDATION
That Expression of Interest E07-097, Consultant Services -Drinking Water Quality
1Vlanagement Standard Operational Plan, be awarded to Water and Earth Science Associates Ltd.,
Kitchener at their estimated fee of $155,263.20, with the City of Kitchener portion being
$38,815.80, including a contingency of $3,696.70 and G.S.T., based on a satisfactory contract
being negotiated and an upset fee being established, and further that the Director of Purchasing
be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND
The Drinking Water Quality Management Standard (DWQIVIS), under the Safe Drinking Water
Act, 2002 and Regulation 188/~~, requires the City of Kitchener to become licensed to operate
and maintain Kitchener's Water Distribution System. One of the licensing requirements is the
preparation of a Quality 1Vlanagement System (QMS) and Operational Plan.
An Operational Plan documents the Q1VIS, essentially outlining what our plan is to meet
regulatory requirements. Under Regulation 188/D~ the date for Kitchener to complete the
Operational Plan is February 1St, 2009. In cooperation with the City of Waterloo, Woolwich
Township and Wilmot Township, we will be engaging the services of a Consultant to assist with
the development of our Operational Plan
REPORT
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established consisting
of A. Mick, Utilities Water Engineer, B. Garibaldi, Director of Water Services, City of Waterloo,
N. Corbett, D~VQMS Coordinator, City of Waterloo, G. Charbonneau, Director of Public Works,
Township of Wilmot, R. Kruger, Manager of Engineering and Operations, Township of
Woolwich, and L. Gordon, Director of Purchasing.
Expressions of interest were advertised in the Record, on the City of Kitchener Kome Page and
on the Internet through the Ontario Public Buyers Electronic Tendering Information System
relative to this project. Documents were picked up by eleven (11) interested parties. By the
closing date of Friday December 7th, 2007, five (5} responses had been received. The Review
Committee met on Tuesday December 18th, 2007 to review the submissions. A shortlist of two
(2) Consultants was selected for further interviews.
The Review Committee met on Tuesday, January 15th, 2008 to interview the shortlisted
candidates. The Committee elected to award the project to Water and Earth Science Associates
Ltd. Kitchener.
