BACKGROUND: The Corporate Financial and Infrastructure Management System (Delta Project) has been initiated to replace many of the City's corporate systems, including General hedger, Budgets, Financial Reporting, Accounts Payable and Purchasing, Work order Management, and Asset Management, which is expected to go live as of January 1, 2009. REPORT: As part of the overall Delta Project scope and budget, a Project Manager was hired effective t~ctober 22, 2007 for the duration of the project, estimated at twelve to eighteen months in duration. This position was contracted on an hourly basis through an employment agency. Over the first three and a half months, the Project Manager has been working out very well. Based on negotiations with the Project Manager, Staff is recommending that this arrangement be converted to a direct vendor contract with the consulting firm owned by the Project manager, rather than continuing the relationship through the employment agency. The benefits of this approach include greater flexibility regarding the contract arrangements and improved compensation for the Project Manager without increasing the cost to the City. The term of the contract is fifteen months, ending April 28, 2009 (i.e. the remainder of the original eighteen month term.) FINANCIAL IMPLICATIONS: Funding for this contract has been provided within the scope of the overall Delta Project budget. (Index 345360).
