Date of Report: January 28, 2008
Report No.: CSD-08-012
Subject: 2008-09 GOLF PROFESSIONAL CONTRACT
RECOMMENDATION:
That the Mayor and Clerk be authorized to sign an agreement, satisfactory to the City
Solicitor, with Michael Martz regarding the provision of golf professional services and
other related matters for both City of Kitchener golf courses as set out in CSD-08-012.
BACKGROUND:
In 2006 the City of Kitchener golf courses offered CPGA golf professional, Mr. Michael Martz a
two (2) year contract to provide professional services for both Rockway and Doon Valley Golf
Courses. Mr. Martz met all the expectations outlined in the agreement and he and his staff are
well respected and provide excellent service to our customers. The contract expired in
November 2007 and the City wishes to engage a golf professional to provide the similar
services in 2008 and 2009.
REPORT:
The golf professional and his staff are responsible for managing the tee time booking schedule,
staffing the pro shop including collection of green fees, providing lessons, distributing and
cleaning of golf cars, overseeing the course marshalling program and generally being the City's
customer representative with virtually all our customers. Mr. Martz has provided a valued
service to the City of Kitchener in this capacity since 1996. He has delivered great customer
focused service to both Rockway and Doon Valley Golf Courses. As a result, it is
recommended that the City enter into another two year contract with Mr. Martz. The only
changes to the agreement from the previous one are outlined in the financial implications listed
below.
FINANCIAL IMPLICATIONS:
In the past, there have been economic increases for staff wages each year. A 3% increase is
recommended in each of the two years of this contract. Mr. Martz is responsible for directly
paying the wages of all pro shop staff. The wage increase in 2008 will be $3,824.41 and in
2009 the increase will be $3,939.14. These increases fall within the budget for 2008 and are
consistent with other City staff increases for 2009.
