Galloway, commencing at 4:00 p.m., with the following members present: Ms. G. Engel, Ms. C. Martindale, Ms. P Wagner and Messrs. J. Clinkett, Z. Janecki, E. Lucy, W. Nixon, B. Scott and W. Stauch Regrets: Messrs. B. Krafchek and R. Green Others Present: Ms. D. Gilchrist and Mr. L. Bensason 1. ELECTION OF CITIZEN CO-CHAIR On Motion by Ms. G. Engel- it was resolved: "That Ms. P. Wagner be appointed Citizen Co-Chair of Heritage Kitchener for a term to expire November 30, 2002." HERITAGE PERMIT APPLICATION 2002-V-01 -15 HENRY STREET- VICTORIA PARK AREA HERITAGE CONSERVATION DISTRICT The Committee was in receipt of a copy of the Heritage Permit Application 2002-V-01 submitted for the property at 15 Henry Street, seeking permission to construct a one-storey, detached, two car garage in the rear yard. The Committee was provided at this meeting a report from Mr. L. Bensason, dated 2002-01-03, in response to this application. Mr. Neil McChesnie, property owner and applicant, was in attendance to answer any questions the Committee might have in this regard. Mr. Bensason displayed images of the subject property and of neighbouring properties on Henry Street. On motion by Ms. P. Wagner- It was resolved: "That pursuant to Section 43 of the Ontario Heritage Act, Council approved the application of the owner to alter the designated property municipally known as 15 Henry Street, located in the Victoria Park Area Heritage Conservation District, by constructing a one storey, detached garage as outlined in Heritage Property Application 2002-V-01, dated December 20, 2001 ." 31 YOUNG STREET (FORSYTH PROPERTY) Ms. C. Ladd was in attendance to obtain the Committee's impression of the Forsyth Property, 31 Young Street, following their recent tour of the building. She noted that the City of Kitchener owns the property and, at the January 14, 2002 Council Meeting, will make public a report by KPMG on initiatives for the downtown. She also advised that the City is proposing to enter into a public consultation process with respect to all the properties it owns in the downtown. As 31 Young Street is designated under the Ontario Heritage Act, Heritage Kitchener is being asked for its impressions of this building prior to commencing the public consultation process. Ms. P. Wagner suggested that a separate meeting is required for discussion of this nature. She commented on statements in the Engineer's report such as "deliberate damage", and why the report considers that designation of this property is detrimental. Ms. Wagner then referred to newspaper articles on the Goodrum and Warts building in Toronto and the imaginative uses proposed for that building. Councillor M. Galloway noted that the next 12-16 months will prove to be significant for downtown Kitchener. He questioned the Committee as to what the integrity of the Forsyth building is, both structurally and in terms of appearance. HERITAGE KITCHENER JANUARY 87 2002 -2- CITY OF KITCHENER 3. 31 YOUNG STREET (FORSYTH PROPERTY) (CONT'D) The following comments were put forward by Committee members: · the importance of the Duke Street faCade with its glass blocks · the importance of the masonry and wood construction · the building has great potential; however, the owner needs to repair the building and fix problems such as the roof · the street frontages are important · the 25-foot span inside the building allowing for large open spaces · large amounts of open space could make the reuse difficult · this building is a significant industrial artefact and the Young Street faCade speaks to the development of industry over time · Duke Street (front portion) is significant and could be integrated into a future development; however, the back portion is not worth keeping · reusethe cafeteria · reuse the wood in the house · 12 foot high wooden columns are very solid and very attractive · the 1930s portion of the building facing Duke Street is the last remaining example of art deco in downtown Kitchener Mr. Bensason noted that the City has policies to consider historic properties. He suggested that there are engineers who are familiar with the adaptive reuse of industrial buildings, who may be able to provide advice with regard to this building. Ms. Ladd thanked the Committee members for their comments, advising that over time there will be several more discussions concerning 31 Young Street. 4. 209 FREDERICK STREET (BINGEMAN COTTAGE) Mr. L. Bensason introduces Mr. Ron Solowka, representative of Thunder Hill Construction Ltd., the perspective purchasers of the properties known municipally as; 122 Lancaster Street East, and 209, 215, 219 and 223 Frederick Street. Mr. Bensason noted that the only designated property of the five is 209 Frederick Street. Mr. Bensason showed images of these properties and noted that they have been vacant for some time, and the proposed purchaser is interested in redeveloping the site. Mr. Solowka confirmed that a site plan for the proposed redevelopment is being prepared; the proposed development will be in keeping with the scale of the surrounding properties, and will blend in with the streetscape. Mr. Bensason noted that no applications are before the Committee at this time, but will be forthcoming once the sale of the property has been completed and the site plan has been submitted. 5. MIKE WAGNER HERITAGE AWARDS The Committee again reviewed the nominations forms for the 2002 Mike Wagner Heritage Awards, including the additional information submitted with respect to 72 Victoria Street South. Images of each nominated property were shown and the merits of each property were considered, resulting in the following resolution: On motion by Mr. Z. Janecki- it was resolved: "That the following properties receive 2002 Mike Wagner Heritage Awards: OUTSTANDING ACHIEVEMENT AWARD 72 Victoria Street South Owner: Waterloo Warehouse Equities (Victoria) Ltd. MIKE WAGNER HERITAGE AWARDS (CONT'D) Contractor/Consultant: Phyllis Armitage & Associates Restoration and Adaptive Reuse of Building which has Helped to Preserve the Integrity of Kitchener's Industrial Heritage AWARDS OF MERIT 17 Norfolk Crescent Owners: Fred & Joan Smith Contractor: Paterson Construction Sympathetic Front Porch Addition to a Wartime House Located Within the St. Mary's Heritage Conservation District 163 Joseph Street Owner: Ralph Potwarka Long Term Commitment to the Restoration and Preservation of this House Williamsburg Cemetery Owner: City of Kitchener Salvage and Reuse of Former Mennonite Chapel in the Construction of the Chapel and Crematorium at the Williamsburg Cemetery" It was noted that this recommendation will be forwarded to City Council for its meeting scheduled Monday February 25, 2002, at which time the awards will be presented to the recipients. 6. 530-560 QUEEN STREET SOUTH AND 31-33 SCNEIDER AVENUE Mr. Bensason advised that preliminary discussions have taken place between Drewlo Holdings and the City with respect to the construction of a 17-storey apartment building on the property municipally known as 530 and 560 Queen Street South and 31-33 Schneider Avenue. To date the proposal intends that the greatest part of the development will be located on the property at 560 Queen Street South, which is located outside the Victoria Park Area Heritage Conservation District. The front facade of the building will located on the property known as 530 Queen Street South, which is located within the District; consequently a Heritage Permit Application will be required. There is potential for an enclosed summing pool to be constructed on the property at 31-33 Schneider Avenue, also located within the District, but no firm decision has been made on the pool at this time. Mr. Bensason then showed images and a map of the subject properties. Mr. Bensason commented on the distinctive structures located on the property at 560 Queen Street South, which are outside the limits of the Heritage Conservation District. He noted that the redevelopment of the site will require demolition of all these buildings, and a Demolition Control Application has been submitted in this regard. He then advised that a sub-committee composed of himself, Councillor M. Galloway and Mr. B. Scott will work on this proposal and report to this Committee at its February meeting. Mr. J. Clinkett questioned whether measured drawings of the structure at 560 Queen Street South could be required prior to demolition. HERITAGE KITCHENER JANUARY 87 2002 -4- CITY OF KITCHENER 7. UPDATES Mr. Bensason requested that for the February meeting, Committee members put forward suggestions of what they wish to accomplish over the next year. Mr. Bensason advised that he will prepare a report for the February meeting recommending which area to pursue for the next Heritage Conservation District. Mr. Bensason then advised the Committee that the Ontario Municipal Board hearing for the designating by-law for the St. Mary's Heritage Conservation District will be held in March, and the City is attempting to have the date of the hearing rescheduled to the week following the March break. 8. HERITAGE PERMIT APPLICATION The Committee was in receipt of a memorandum from Mr. L. Bensason, dated 2002-01-03, attached to which was a revised alteration application form "Heritage Permit Application" to be used in all instances where a permit is required under the Ontario Heritage Act. He requested the Committee's endorsement of this form. Mr. Z. Janecki suggested that fax numbers and email addresses be provided on the form. On motion by Mr. Z. Janecki- it was resolved: "That the revised Heritage Permit Application form attached to the memorandum L. Bensason, Heritage Planner, dated 2001-01-03, be endorsed for use in all instances were a permit pursuant to the Ontario Heritage Act is required." 9. NEW BUSINESS Mr. Bensason advised that applications have been made for building permits for properties on Berkley Court, located in the Upper Doon Heritage Conservation District. He advised that he and Mr. Lucy will review the applications and present them to the Committee at its February meeting. Ms. Gilchrist advised that the annual Heritage Showcase will take place at the Fairview Mall on Saturday February 16, 2002. Ms. G. Engel, Ms. C. Martindale, Ms. P. Wagner and Mr. B. Scott volunteered to prepare the display for the Heritage Showcase this year. 10. COMMITTEE MANDATE Ms. Gilchrist advised the Committee that, in keeping with Council's direction, the Deputy Clerk will be preparing draft terms of reference for each of Council's Advisory Committees. The draft Terms of Reference for Heritage Kitchener will be presented at the February meeting for discussion and endorsement. 11. ADJOURNMENT On a motion, the meeting adjourned at 6:07 p.m. Dianne H.
