CITY OF KITCHENER
Heritage Kitchener met this date, chaired by Councillor M. Galloway, commencing at 4:04 p.m., with the
following members present: Ms. P. Wagner, Ms. G. Engle, Ms. C. Martindale and Messrs. J. Clinckett, R.
Green, E. Krafchek, E. Lucy and W. Stauch.

HERITAGE PERMIT APPLICATION 2002-V-20
- 1021 DOON VILLAGE ROAD
- UPPER DOON HERITAGE CONSERVATION DISTRICT
- DEMOLITION OF BARN
The Committee was in receipt of Heritage Permit Application 2002-V-20, dated July 29, 2002,
requesting permission to demolish the barn at 1021 Doon Village Road, located in the Upper
Doon Heritage Conservation District.
Mr. Bensason showed images of the subject property, noting it is the birth place of Homer
Watson. He assured the Committee that the application is for demolition of the barn only, as
the owners can not purchase insurance for this structure. He advised that the barn is
generally in poor condition and the majority of the floor no longer exists.
Ms. D. Nigosian was in attendance to represent the application, confirming that their
insurance broker has surveyed all of the insurance companies they deal with and none of
them will insure the barn.
Mr. J. Clinckett suggested that the foundation of the barn remain, the barn be taken down and
the materials salvaged.
Ms. P. Wagner advised of a request received from Regional Councillor J. Hallboom for a
recording of the building. Mr. Bensason advised that he could undertake a photographic
recording with the digital camera prior to the barn being dismantled.
On motion by Mr. W. Stauch -
it was resolved:
"That pursuant to Section 43 of the Ontario Heritage Act, the application of the owner
(HPA #2002-V-20) to demolish the barn located on the property municipally known as
1021 Doon Village Road located in the Upper Doon Heritage Conservation District, be
approved, subject to the following:
a)
the City's Heritage Planner undertake a photographic recording of the barn prior
to it being dismantled;
b) the foundation of the barn not be demolished; and,
c)
the owner(s) consider expressions of interest from the parties who may be
interested in salvaging the materials from the barn."

The Committee was in receipt of Heritage Permit Application 2002-V-21, dated July 29, 2002, from
St. Mathews Lutheran Church, requesting permission to demolish the house at 14 Church Street.
A letter of explanation from Mr. R. Roeder, Chair of the St. Mathews Lutheran Church Property
Committee noting that the building was purchased with the intention that it would be demolished to
allow for expansion of the Church's kitchen. The letter also explains the difficulties encountered
when trying to rent the property.

Mr. Bensason explained that a Demolition Control Application is also required for this property.
That application will be considered by the Development and Technical Services Committee on
September 9, 2002 and by Council on September 16, 2002. He requested that Heritage Kitchener
defer consideration of the Heritage Permit Application until their meeting of September 3, 2002, so
recommendations on both demolition applications may be considered at the same Council
meeting.
Mr. Bensason then displayed images of the interior and exterior of the building. He also provided
the Committee members with copies of an e-mail from John Sajkunovic, Building Inspector,
containing estimated costs for necessary repairs to the subject property.
The Committee generally agreed to defer consideration of this application to its September
meeting, at which time, as Mr. Bensason advised, a representative of the applicant will be in
attendance. Mr. Bensason agreed to arrange a site visit for any Committee members who wished
it.

- CONSTRUCTION OF NEW FRONT PORCH
The Committee was in receipt of Heritage Permit Application 2002-V-22, dated August 2, 2002,
for the property at 72 Lorne Crescent, in which the owner seeks permission to construct a new
front porch on the property, located in the St. Mary's Heritage Conservation District.
Mr. Bensason showed images of the subject property and of 17 Lorne Crescent, noting the
applicant wishes to construct a porch of a similar design to the one at 17 Lorne Crescent,
which recently won a Mike Wagner Heritage Award.
Mr. J. Clinckett stated the drawings submitted by the applicant show a porch which is dissimilar
to the porch at 17 Lorne Crescent, even though the written description indicates similarity.
The Committee generally agreed to defer consideration of this application to its September 3,
2002 meeting. Prior to that meeting the applicant will be requested to: submit revised drawings
for the porch that reflect the written description of the porch, and apply for a building permit.
TERMS OF REFERENCE - HERITAGE IMPACT ASSESSMENT

Mr. Bensason provided Committee members with copies of a draft Terms of Reference for a
Heritage Impact Assessment in connection with Municipal Plan Amendment Application MP
01/07/W/GR and Zone Change Application ZC 01/24/W/GR, submitted by Crosscan
Developments Limited for a property bounded by Weber Street East, Scott Street, Pearl Place
and the westerly limit of 88 Weber Street East.
Mr. Bensason requested the Committee's consideration of the Terms of Reference before they
are finalized. Images and maps of the subject property were shown by Mr. Bensason who
advised that the proposed redevelopment for the property is high-rise residential which may be
combined with commercial.
Ms. P. Wagner provided Committee members with copies of her research on the Scott Street
and Israel Place properties, which also included a floor plan of one the units on Israel Place.

Mr. Bensason advised that he will accept suggestions with respect to the Terms of Reference
from Heritage Kitchener members up to the end of the week. He also advised that Heritage
Kitchener will be given an opportunity to review the Heritage Impact Assessment and provide
comments to staff.
5. INTRODUCTION OF HERITAGE PLANNER FROM IRELAND
Mr. Bensason introduced Ms. Patricia Connolly, a Heritage professional from Ireland, visiting
Canada through a special program. Ms. Connolly will be with the City of Kitchener for
approximately 8 weeks and will undertake work to assist Mr. Bensason.
6. DONATION OF BOOK
Ms. P. Wagner advised that Ms. Mariam Sokvitne has offered to donate a local history book to the
Heritage Kitchener collection. The book is titled Hannes Schneider and his wife Catherine Haus
Schneider, Their Descendants and Times - 1534 - 1939, by Snyder, Mariam H. Snyder, Joseph
M. Ms. Wagner advised that although the book is not indexed, a couple of indexes prepared by
people other than the author do exist. The Committee generally agreed that if required Ms.
Wagner could purchase an index to the book.
