HomeMy WebLinkAboutHeritage Kitchener - 2002-09-03HERITAGE KITCHENER MINUTES SEPTEMBER 3, 2002 CITY OF KITCHENER Heritage Kitchener met this date, chaired by Ms. P. Wagner, commencing at 4:05 p.m., with the following members present: Ms. G. Engel and Messrs. J. Clinckett, R. Green, Z. Janecki, B. Krafcheck and B. Nixon. Messrs. E. Lucy and B. Scott entered the meeting shortly after its commencement. Regrets: Councillor M. Galloway and Ms. Martindale Others Present: Councillor C. Weylie, Ms. J. Voss, Ms. P. Connolly, Ms. S. Laughlin, Ms. D. Gilchrist and Messrs. J. Willmer and L. Bensason. HERITAGE PERMIT APPLICATION 2002-V-21 - 14 CHURCH STREET - VICTORIA PARK AREA HERITAGE CONSERVATION DISTRICT - DEMOLITION OF HOUSE The Committee was in receipt of Heritage Permit Application 2002-V-21, requesting permission to demolish the house at 14 Church Street, located in the Victoria Park Area Heritage Conservation District, owned by St. Matthews Lutheran Church. It was noted that consideration of this application had been deferred at the August 13, 2002, at the request of staff. Messrs. Ron Roeder and Bob Sutherland, representing the applicant, were in attendance to answer any questions the Committee might have. Mr. Bensason presented images showing the location of the property, and the interior and exterior of the building. He asked the Committee to consider: the architectural and historic significance of the building, and the impact the demolition would have on the streetscape, and on the District as a whole. The Committee discussed salvage of the building materials and undertaking a detailed photographic recording. On motion by Mr. Z. Janecki- it was resolved: "That pursuant to Section 43 of the Ontario Heritage Act, the application of the owner (HPA #2002-V-21) to demolish the house located on the property municipally known as 14 Church Street, located in the Victoria Park Area Heritage Conservation District, be approved subject to the following: a) the City's Heritage Planner prepare a photographic recording of the building prior to demolition; and, b) the building materials be salvaged." HERITAGE PERMIT APPLICATION 2002-V-22 - 72 LORNE CRESCENT - ST. MARY'S HERITAGE CONSERVATION DISTRICT - CONSTRUCTION OF NEW FRONT PORCH The Committee was in receipt of Heritage Permit Application 2002-V-22, requesting permission to construct a front porch on the property at 72 Lorne Crescent, located in the St. Mary's Heritage Conservation District. It was noted that consideration of this application had been deferred at the Committee's August 13, 2002 meeting, pending receipt of more accurate drawings from the applicant. In this regard, the Committee was in receipt of a facsimile from the applicant providing revised drawings which have been submitted with his building permit application. 2. HERITAGE PERMIT APPLICATION 2002-V-22 HERITAGE KITCHENER SEPTEMBER 37 2002 - 40 - CITY OF KITCHENER 72 LORNE CRESCENT ST. MARY'S HERITAGE CONSERVATION DISTRICT CONSTRUCTION OF NEW FRONT PORCH (CONT'D) On Motion by Mr. J. Clinckett- it was resolved: "That pursuant to Section 43 of the Ontario Heritage Act, the application of the owner (HPA #2002-V-22) to construct a front porch on the property municipally known as 72 Lorne Crescent, located in the St. Mary's Heritage Conservation District, be approved subject to the following: a) the porch be constructed in accordance with the plans attached to and forming part of Building Permit Application #02 108063/' = HERITAGE PERMIT APPLICATION 2002-V-23 - DOON VILLAGE ROAD (BETWEEN 1047 & 1075) - UPPER DOON HERITAGE CONSERVATION DISTRICT - CONSTRUCTION OF SINGLE FAMILY DWELLING ON LOT TO BE SEVERED = The Committee was in receipt of Heritage Permit Application 2002-V-23, requesting permission to construct a single family dwelling on a lot to be created between 1047 and 1075 Doon Village Road. The property is located in the Upper Doon Heritage Conservation District. Ms. Carolyn Tilt and Ms. Karen Tilt, the applicants, were in attendance to answer any questions the Committee might have in this regard. Mr. Bensason showed images of the subject property, noting that any recommendations for approval from this Committee should be conditional on the lot being legally created. Carolyn and Karen Tilt displayed samples of the building materials and colours to be used in the house. As well, the Committee had been provided with an elevation drawing and plans for the proposed house. Mr. E. Lucy noted that there are quite a number of properties in the district where in4ill will take place. He advised the proposed lot is situated between two houses constructed in the 1950s and 60s, and not close to the older buildings in the District. Mr. Bensason noted that the Heritage Conservation District Plan asks Council to consider whether the new buildings blend with the streetscape and the District. Following a discussion of the front door design and shape of the garage door and opening, it was agreed by all parties that consideration of this application be deferred to the Heritage Kitchener meeting scheduled for Tuesday October 1, 2002, and that the applicants consider other designs for the front entrance (door and sidelights) and the shape of the garage door and opening. INTRODUCTION OF STACEY LAUGHLIN - HERITAGE KITCHENER STUDENT Mr. Bensason introduced Ms. Stacey Laughlin, hired as the Heritage Kitchener student for the fall term, Stacey being a third year student at the University of Waterloo. He outlined Stacey's work program for the year. Mr. Bensason also noted that Ms. Patricia Connelley has completed her eight week work program with the City of Kitchener. Mr. Bensason and the Committee thanked Patricia for the work she completed and wished her well in her future endeavors. HERITAGE KITCHENER SEPTEMBER 37 2002 -41 - CITY OF KITCHENER HERITAGE PERMIT APPLICATION - JOSEPH SCHNEDER HAUS - 466 QUEEN STREET SOUTH - NEW OUT BUILDINGS Mr. J. Clinckett declared a pecuniary interest in this matter as he is architect/agent for the applicant and did not participate in any discussion of voting with respect to this application. Mr. Clinckett provided the Committee with a site plan and drawings for the proposed woodshed, privy and spring house to be constructed at the Joseph Schneider Haus. He also noted that in 2003 it is proposed a further out building, being a washhouse/summer kitchen, will be built on the site. On motion by Mr. Z. Janecki- it was resolved: "That pursuant to Section 43 of the Ontario Heritage Act, the application of the owner to alter the designated property municipally known as 466 Queen Street South (Joseph Schneider Haus), located in the Victoria Park Area Heritage Conservation District, to construct a wood shed, privy and spring house as shown on the plans (Job No. 0116) prepared by John Clinckett, Architect, be approved." HERITAGE PERMIT APPLICATION 2002-V-03 - 530-540 QUEEN STREET SOUTH - VICTORIA PARK AREA HERITAGE CONSERVATION DISTRICT - CONSTRUCTION OF NEW APARTMENT BUILDING Mr. Z. Janecki declared a pecuniary interest in this matter as he is employed by a firm that has in interest in the application, and did not participate in any discussion or voting with respect to this application. Mr. L. Bensason declared a conflict of interest with this matter and did not provide the Committee with any advice or information in this regard. The Committee was previously provided with copies of the Heritage Impact Assessment for 530, 540-560 Queen Street South, prepared by Mayer Heritage Consultants Inc., dated revised August 8, 2002. Attached to the Committee's agenda is a memorandum, dated August 20, 2002, from Jennifer Voss, Senior Planner listing matters to be considered by the Committee in determining their recommendation to City Council with respect to this Heritage Permit Application. The Committee was provided this date with historic and background information relative to the subject property, prepared by Ms. P. Wagner and the "Heritage Kitchener Sub-committee response to Heritage Impact Assessment, 530, 540-560 Queen Street South as revised August 8, 2002". In addition, Ms. Wagner noted that each Committee member had received a written submission from Kitchener Neighbours for Appropriate Development (KNAD), dated August 29, 2002, which had been delivered to their homes. Ms. P. Wagner read a motion, prepared by the Heritage Kitchener Sub-committee that reviewed the Heritage Impact Assessment, recommending Heritage Kitchener not support the Heritage Permit Application. Ms. D. Westman and Ms. J. Armstrong were in attendance, representing KNAD, advising they agree with the sub-committee motion, and thanking Heritage Kitchener for its commitment to preserving the heritage of the neighbourhood. The Committee then reviewed those aspects of the application identified in Ms. Voss's memorandum as "Matters to be Considered". HERITAGE KITCHENER SEPTEMBER 37 2002 - 42 - CITY OF KITCHENER HERITAGE PERMIT APPLICATION 2002-V-03 - 530-540 QUEEN STREET SOUTH - VICTORIA PARK AREA HERITAGE CONSERVATION DISTRICT - CONSTRUCTION OF NEW APARTMENT BUILDING (CONT'D) Mr. B. Hermsen, agent for the applicant, addressed the Committee with respect to the same "Matters to be Considered" stating the Zoning By-law permits high density development on this property. He also identified the ways in which the applicant has attempted to address the concerns raised by Heritage Kitchener, the neighbours and staff, resulting in the building design currently before this Committee. Mr. J. Clinckett put forward the sub-committee motion, again reading it aloud, and adding that Heritage Kitchener appreciates the efforts made by the developer to incorporate some of their recommended changes into the building design. On motion by Mr. J. Clinckett- it was resolved: "WHEREAS due to its location, proximity, design, mass, height, shadow impact, public realm, and pedestrian scale, the construction of the proposed apartment building at 530, 540-560 Queen Street South will adversely affect and have a significant negative impact on: the Victoria Park Area Heritage Conservation District, Victoria Park, houses designated under the Ontario Heritage Act, the nationally designated Joseph Schneider Haus, and the Queen Street South streetscape; and, WHEREAS the proposal will also precipitate the demolition of a heritage house and outbuildings on the property municipally known as 560 Queen Street South, and set a poor example for future high rise development; and, WHEREAS designation of the Victoria Park Area Heritage Conservation District by City Council was a commitment to those residents to protect and conserve the natural, cultural and built heritage of the District; and, NOTWITHSTANDING that Heritage Kitchener appreciates the efforts of the developer to incorporate some of their recommendations into the design of the proposed development; THEREFORE BE IT RESOLVED that Heritage Kitchener opposes the application of Drewlo Holdings Ltd. (Heritage Permit Application # 2002-V-03), made pursuant to Section 43 of the Ontario Heritage Act, to construct an apartment building at 530, 540- 560 Queen Street South, shown as "Concept D" in the Heritage Impact Assessment prepared by Mayer Heritage Consultants Inc., dated Revised August 8, 2002." 7.
