Galloway, commencing at 4:10 p.m., with the following members present: Ms. P. Wagner, Ms. G. Engel, Ms. C. Martindale, and Messrs. J. Clinckett, R. Green, E. Lucy and W. Nixon. Regrets: Mr. Z. Janecki Others Present: Ms. D. Gilchrist and Mr. L. Bensason. 1. HERITAGE PERMIT APPLICATION 2002-V-23 - DaaN VILLAGE ROAD (BETWEEN 1047 & 1075) - UPPER DaaN HERITAGE CONSERVATION DISTRICT - DESIGN OF FRONT ENTRANCE AND GARAGE ON PROPOSED SINGLE FAMILY DWELLING The Committee was in receipt of Heritage Permit Application 2002-V-23, requesting permission to construct a single family dwelling and garage on a vacant lot between 1047 and 1075 Doon Village Road, located in the Upper Doon Heritage Conservation District. It was noted that this application has been deferred at the Committee's September meeting, to allow the applicants an opportunity to consider revising the configuration of the front entrance and garage door opening. Karen and Caroline Tilt, the applicants, were in attendance and provided Committee members with their revised front elevation drawing. Mr. L. Bensason displayed images of other newer buildings in the District with similar arched garage door openings and one having a similar front entry and garage door opening, which is a model for the proposed house and garage. It was also noted that this lot is being created through Consent Application B 2002-010, and the applicants have not completed all conditions associated with that application; consequently, the lot has not yet been legally created. On motion by Mr. E. Lucy - it was resolved: "That pursuant to Section 43 of the Ontario Heritage Act, the application of the owners (HPA #2002-V-23) to alter the designated property between 1047 and 1075 Doon Village Road, located in the Upper Doon Heritage Conservation District, by constructing a new single family dwelling and garage, as shown on the revised front elevation drawing considered by Heritage Kitchener 2002-10-01, be approved subject to the following condition: That the deed to the lot on which the house is to be located shall be endorsed by the Secretary-Treasurer of the Committee of Adjustment, pursuant to Consent Application No. B 2002-010, prior to construction commencing." HERITAGE PERMIT APPLICATION 2002-V-25 - 169 JOSEPH STREET - VICTORIA PARK AREA HERITAGE CONSERVATION DISTRICT - CONSTRUCTION REAR YARD ADDITION The Committee was in receipt of Heritage Permit Application #2002-V-25, requesting permission to construct a rear addition on the property municipally known as 169 Joseph Street, located in the Victoria Park Area Heritage Conservation District. In this regard, the Committee was in receipt of Development and Technical Services Department report DTS-02-209, dated 2002-09-19, in which staff recommend approval of the application. Mr. Bensason explained the application and showed images of the subject property. Andrew Karger and Melissa Cunningham, the applicants, were in attendance in support of the application. Mr. Karger advised that rather than using brick for the addition, it will probably be covered in board and batten. HERITAGE KITCHENER OCTOBER 17 2002 - 44 - CITY OF KITCHENER HERITAGE PERMIT APPLICATION 2002-V-25 - 169 JOSEPH STREET - VICTORIA PARK AREA HERITAGE CONSERVATION DISTRICT - CONSTRUCTION REAR YARD ADDITION (CONT'D) On motion by Ms. G. Engel - it was resolved: "That pursuant to Section 43 of the Ontario Heritage Act, the application of the owners (HPA #2002-V-25) to construct a rear addition on the property municipally known as 169 Joseph Street, located in the Victoria Park Area Heritage Conservation District, be approved." 393 TILT DRIVE (HERITAGE EASEMENT) - CONSTRUCTION OF POLE BARN - CONSIDERATION OF PART IV DESIGNATION The Committee was in receipt of an application from Mr. Terry Reynolds seeking permission to construct a pole-barn on the property municipally known as 393 Tilt Drive. Mr. Bensason advised that although the property is not designated under the Ontario Heritage Act, the City has a Heritage Easement Agreement registered on title, which requires the applicant to obtain permission from the City for this new construction. Mr. Bensason noted that the existing drive shed on the property must be removed to make way for the new street, and the application requests permission to rebuild a % replica of the existing drive shed in a new location on the property. Mr. Bensason distributed copies of a sketch showing the location and proposed location of all buildings on the site, and showed images of the subject property. Mr. Bensason advised that the log house on this site is probably the oldest existing building in the City of Kitchener, and he sought the Committee's direction as to whether they wish to recommend to Council that the property be designated. On motion by Mr. J. Clinckett - it was resolved: "That pursuant to the Heritage Easement Agreement registered as Instrument #LT0076645, the application of the owner to construct a pole-barn on the property municipally known as 393 Tilt Drive, as shown on the plans considered by Heritage Kitchener on 2002-10-01, be approved; and further, That staff prepare a detailed Heritage Property Report on 393 Tilt Drive, to allow for consideration of designating this property pursuant to the Ontario Heritage Act." 4. DOWNTOWN REDEVELOPMENT Ms. P. Wagner expressed concerns with respect to recent articles in The Record concerning Council's decision to demolish 2 properties on Joseph Street, at the entrance to Victoria Park, which properties are located in the Victoria Park Area Heritage Conservation District. She also commented on other actions of Council with respect to properties on King Street, stating that Kitchener residents see King Street as being part of their Heritage. Ms. Wagner voiced concerns about a lack of communication between Heritage Kitchener and City Council. Councillor Galloway advised that any time Heritage Kitchener passes resolutions, they are communicated by him to Council. He advised that if this Committee has specific concerns they wish to communicate to Council they should be in the form of a Committee resolution, and he will communicate them to Council. HERITAGE KITCHENER OCTOBER 17 2002 5. - 45 - CITY OF KITCHENER OPEN DOORS Mr. L. Bensason advised that he had been approached by the Region to see if there is any interest amongst Regional Heritage Groups to undertake an "Open Doors" project, which is a Heritage Properties tour open to the general public. The Committee generally agreed that they would be interested in participating in such a project but require more details before volunteering.
