The Heritage Kitchener Committee met this date, commencing at 4:03 p.m.

1. DTS-0$-026 - HERITAGE PERMIT APPLICATION HPA 200$-IV-001
- 362 FREDERICK STREET
- PROPOSED DEMOLITION AND REPLACEMENT OF TWO EXISTING
SINGLE CAR GARAGES
The Committee considered Development and Technical Services Department report DTS-08-
026, dated January 18, 2008 regarding Heritage Permit Application HPA 2008-IV-001, which
proposes the demolition and replacement of the two existing single car garages at 362
Frederick Street with one double car garage.
Ms. M. Wade advised that the existing garages were built approximately 90 years after the
construction of the farmhouse at 362 Frederick Street and are not referenced in the
designating by-law. She added that the existing garages are in relatively poor condition and
are not of particular architectural significance. She stated that the proposed new double car
garage would be built generally to the same scale as the previous garages and would not
negatively affect the cultural heritage significance of the property.
Ms. Lois Schultz, Applicant, was in attendance in support of HPA 2008-IV-001.
On motion by Ms. L. Brohman -
it was resolved:
"That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application
HPA 2008-IV-001 (362 Frederick Street), be approved to permit the demolition of two
single car garages and the construction of one double car garage in accordance with the
plans submitted with the application, subject to the final building permit drawings being
reviewed and approved by Heritage Planning staff prior to the issuance of a building
permit."
2. PRESENTATION -PROPOSED ROOF REPAIRS UPDATE - 11 YOUNG STREET (MAYFAIR
HOTEL) & 156-15$ KING STREET WEST
The Committee was in receipt of correspondence from Mr. L. Proulx, dated January 17, 2008
regarding the status of the roofs at 11 Young Street (Mayfair Hotel) and 156-158 King Street
West, which are listed on the Municipal Heritage Register as non-designated properties of
cultural heritage significance.
Mr. L. Proulx advised that neither the roof of the Mayfair Hotel nor the roof of 156-158 King
Street West have been replaced. He stated that currently all the buildings are kept at
minimum heat while not occupied to prevent the sprinkler system from freezing and if issues
arise, Facilities Management (FM) staff undertakes appropriate action. He outlined that staff
identified that water was coming into the former Legion building on Ontario Street via an
abandoned roof top unit, which was removed and the hole was patched. He added that staff
has not undertaken any work at 156-158 King Street West except to patch the roof to make it
watertight, which was done as a preventative measure. He noted that via the City's mobile
security these properties are monitored daily. He commented that FM staff were notified by
Council to enhance their maintenance of the vacant City owned buildings in the Centre Block
and since that time they have undertaken this monitoring program.
In response to questions, Mr. L. Proulx advised that when Council allocated the funding for the

roof replacements in March 2006 it was assumed that the proposed replacements were
immediately required, which proved to be inaccurate. He added that this funding remains in
his budget and would be used should it become necessary to replace the roofs. He noted that
the City now has prequalified roofing contractors, which would allow for tenders to be issued
expeditiously. He outlined that it is his understanding that these buildings are to be transacted
to the developer purchasing the Centre Block. He stated that if this developer proposes
renovations they would likely need to do new penetrations in the roofs and would be in a more
appropriate position to replace the roofs after those modifications are completed. He advised
that if the members had any additional questions those could be forwarded to him directly at

3. 393-411 QUEEN STREET SOUTH tBARRA CASTLE) -UPDATE
Ms. M. Wade advised that staff have held discussions with the owner of 393-411 Queen Street
South (Barra Castle), the Electrical Safety Authority (ESA), Kitchener-Wilmot Hydro and the
Fire Department regarding options to re-establish a limited hydro connection to facilitate the
installation of a direct detect fire monitoring system. She noted that a further update would be
provided at the March 4, 2008 Heritage Kitchener meeting.
Mr. K. Kirby advised that he has also spoken with the owner of the Barra Castle, who has
expressed an intention to restore the building. He noted that he would be meeting with the
owner next week to further discuss this matter.
4. REVIEW OF THE WORDING USED FOR HERITAGE PLAQUES
Ms. M. Wade reviewed the current wording of the Heritage Conservation Easement plaques,
being:
"Heritage Conservation Easement Site -the heritage character and integrity of this
property are protected by a legal agreement between the owner and the City of
Kitchener."
Ms. Wade stated that staff are proposing to replace the term `Easement' with the term
`Agreement', which she noted more accurately describes the legal protection being afforded to
a property. She added that once the proposed changes have been made to the plaques, staff
will arrange to have them installed.
5. DTS-0$-027 - HERITAGE PERMIT APPLICATION HPA 2007-IV-009 UPDATE

HOUSING INC.)
The Committee was in receipt of Development and Technical Services Department report
DTS-08-027, dated January 23, 2008 concerning an extension of the formal timeframe for
consideration of Heritage Permit Application HPA 2007-IV-009 regarding the replacement of all
window systems at 307 Queen Street South (Bread and Roses Cooperative Housing Inc.).
Ms. M. Wade advised that at the October 22, 2007 Council meeting, the timeframe for formal
consideration of HPA 2007-IV-009 was extended to January 31, 2008. She added that on
January 21, 2008 the agent acting on behalf of the applicant advised staff that the cost of the
window replacement as originally proposed exceeded their budget. Consequently, the agent
requested that an additional extension of 90 days to explore alternative window systems that
would be more economically feasible. Ms. Wade noted that due to time constraints it was not
possible to bring this request before Heritage Kitchener and on January 28, 2008 Council
extended the timeframe for formal consideration of HPA 2007-IV-009 to April 30, 2008.
6. 200$ HERITAGE SHOWCASE -FEBRUARY 16. 200$
The Committee was in receipt of the 2008 Heritage Showcase, Heritage Kitchener Display
Sign-up Sheet. Mr. K. Kirby advised that one spot remains open and requested that any
member interested in volunteering for this spot to notify the Committee Administrator.

7. GENERAL DISCUSSION -MUNICIPAL HERITAGE REGISTER SUB-COMMITTEE
Ms. M. Wade reviewed the following 4 step process for listing properties on the Municipal
Heritage Register:
1. Initial evaluation by a Field Team through completion of a survey form and taking
photographs (only where properties are visible from the public realm);
2. The Evaluation Sub-committee, comprised of City staff and Heritage Kitchener
members, would review the Field Team's survey and photographs and develop a short
list of properties;
3. Heritage Kitchener would review the merits of the short listed properties, consider the
comments of the property owner (if made) and make a recommendation to Council; and,
4. Council considers whether or not to list the recommended properties on the Municipal
Heritage Register as `non-designated properties of cultural heritage value or interest'.
Ms. Wade stated that at the March 4, 2008 Heritage Kitchener meeting, the members will be
asked to volunteer for the Field Teams and the Evaluation Sub-committee. She noted that the
Field Team /Evaluation Sub-committee Training Session has been tentatively scheduled for
Tuesday, March 18, 2008.
8. CITY'S ADVISORY COMMITTEE REVIEW
Mr. K. Kirby stated that as noted on the agenda, members are requested to attend an informal
discussion on Thursday, February 21, 2008 from 6:00 to 7:00 p.m. in the Conestoga Room
regarding opportunities to improve the City's Advisory Committees' form, function and
effectiveness.
9. POTENTIAL FOR INPUT INTO THE CENTRE BLOCK REDEVELOPMENT
The Committee was in receipt this date of an information report, dated January 28, 2008
regarding Heritage Kitchener's request to review, comment and provide input into the proposed
design of the Centre Block Redevelopment project.
Mr. R. Regier advised that in October 2006, Council approved the Centre Block Terms of
Reference, which were created through extensive public consultation and specific input from
Heritage Kitchener. He stated that the document specifies the general terms for the adaptive
reuse of 11 Young Street (Mayfair Hotel) and 156-158 King Street West and the desire to find
appropriate ways to integrate salvaged materials from the former Forsythe factory. He added
that the Centre Block Evaluation Committee is currently conducting an analysis of the Andrin
Homes' proposal for the Centre Block site and will present its findings and recommendation to
Council on whether or not to accept the proposal. He stated that should Council decide to
accept Andrin's proposal, the project would move to the detailed site planning stage. He noted
that at that time Heritage Kitchener would be given an opportunity to provide feedback on the
design solutions for 156-158 King Street West, the Mayfair Hotel and the integration of
salvaged heritage artefacts from the former Forsythe factory.
In response to questions, Mr. R. Regier advised that as a component of the public consultation
process, over 60,000 brochures on the Centre Block Redevelopment project were distributed
across the City requesting feedback regarding the proposal. He stated that the former Legion
building on Ontario Street would not be included in the Centre Block Redevelopment project
and noted that Heritage Kitchener has had previous experience working with Andrin Homes on
the Kaufman Lofts project. Mr. Regier then invited the members to view the Centre Block
Redevelopment Concept Model immediately following this meeting and to visit the City's
interactive Centre Block Redevelopment website at www.kitchener.calcentreblock/
Several members commented on the positive working relationship Heritage Kitchener had with
Andrin Homes on the Kaufman Lofts project. At the request of Ms. E. Gallaher, staff were
asked to arrange for a presentation of the Downtown Urban Design Guidelines at a future
meeting of Heritage Kitchener. In addition, staff were requested to schedule a site visit for the
members of the Mayfair Hotel and 156-158 King Street West.
